The meteorological department forecasted that, heavy rains will lash Hunan Province between May 10 and 12 which may result in disasters in some regions. In accordance with the flood contingency plan of the province, the flood control and drought relief headquarters of Hunan Province on May 9 activated Level IV emergency response for flood control since 0:00 on May 10.

In light of the Level IV emergency response demands, all relevant departments at all levels should intensify organization and guidance, and make solid efforts in monitoring and early warning, collective study and judge of situations, constant observation, and preparation of disaster relief forces. Priorities should be given to patrol and protection of such risk areas as flood-prone areas, the areas with geological disaster risks, medium and small rivers, low-lying areas in cities and towns, small- and medium-sized reservoirs, house building sites on slopes, tailings ponds, and non-coal mines. Residents living in danger areas should be relocated in advance to avoid casualties.
