The Changsha Customs announced on April 24th that about 285-million-yuan imports and exports have benefited from the Regional Comprehensive Economic Partnership (RCEP) agreement in the first quarter, reducing tariffs by 4.1 million yuan.

The Changsha Customs issued 315 certificates of origin under RCEP for enterprises in the first quarter, involving an amount of 271 million yuan. Four documents on a declaration of origin were provided by approved exporters in Hunan Province, with an amount of 2.664 million yuan. The Changsha Customs handled nine import declarations under RCEP, with the value of goods totaling 11.467 million yuan. The exports that enjoyed RCEP benefits included metal, chemical products, shoes, and fireworks. The imports that enjoyed RCEP benefits included auto parts and rubber. Many enterprises enjoyed a tariff reduction.

The Changsha Customs has sorted out imported and exported products that can enjoy preferential tariffs under RCEP since the implementation of the agreement. It held online publicity activities, carried out surveys, and assigned service personnel to enable enterprises to get acquainted with rules of origin and tariffs under RCEP. The mode of “intelligent verification + self-service printing” is implemented when the certificates of origin are issued. The Changsha Customs has proactively pushed forward the authorization of approved exporters under RCEP. This will hopefully promote the efficiency of goods delivery and declaration issuance.
