Hunan Xiangjiang New Area is an important strategic platform to implement the Strategy of “Strengthening the Provincial Capital”. On April 21, the area issued the “Action Plan for Implementing the Strategy of ‘Strengthening the Provincial Capital’ (2022-2026)”. Its GDP is expected to reach over 500 billion yuan by 2026, which will become the core support and important growth point of the Strategy.
The “Action Plan” defines development goals in terms of industrial quality improvement, reform and innovation, urban quality, and driving development of the surrounding areas. It is planned that by 2026, its GDP will account for more than 25% of Changsha’s total, and the total industrial output value will reach 1.5 trillion yuan. There will be 5 manufacturing industrial clusters each worth 100 billion yuan. The general public budget revenue will reach 120 billion yuan, and the comprehensive strength will rank among the first tier of national-level new areas.
Xiangjiang New Area will advance the following 12 special actions according to the plan: construction of a manufacturing powerhouse; innovation-driven development; digital empowerment; openness and integration; transportation hub; green and low-carbon development; energy security; beautiful urban and rural areas; famous cultural tourism city; all-age friendly services; financial security; and, talent cultivation for building a strong area. It aims to build itself into a new high-end industrial area with international influence, a new frontier innovative area, and a new area of opening up and vitality with first-class quality, and further play the role of an important strategic platform at national level. This will be achieved through 6 categories of supporting platform construction. They are: strengthening the development level of industrial parks and zones, refining their characteristics, improving the development quality of the area, supporting the reform and innovation of state-owned assets and enterprises, building Yuelu Mountain University Science and Technology Town, and leading the construction of the Changsha-Zhuzhou-Xiangtan Metropolitan Area.
