On April 19, the CPC Hunan Provincial Committee convened a meeting to highlight the implementation of the strategy of strengthening the provincial capital and the promotion of the Changsha-Zhuzhou-Xiangtan (CZT) Metropolitan Area construction. Ten key projects were launched, including building a city into a manufacturing powerhouse, innovation-driven development, digital empowerment, openness and integration, transportation hub, energy efficiency improvement, green and low-carbon development, beautiful urban and rural areas, famous cultural tourism cities, and all-age friendly services.
 
Changsha City is the center of politics, economy, culture, science and technology, finance and talents in Hunan Province. It has created nearly 30% of Hunan's regional GDP with 5.6% of the province’s land. The strategy of strengthening the provincial capital underlines the following development goals:
- By 2026, Changsha's GDP will reach about 2 trillion yuan;
- Changsha’s main indicators of high-quality development will be in the forefront of provincial capital cities across the country;
- Changsha’s leading role in driving CZT integrated development and coordinated development among the province’s cities and prefecture will be enhanced markedly.

Hunan Province has also issued a series of rigorous policies to support the strategy of strengthening the provincial capital, including:
- Categorize and delegate all powers of provincial examination and approval required for the high-quality development of Changsha within the scope permitted by laws and regulations;
- Study and formulate relevant local legislative matters of Xiangjiang New Area, give Xiangjiang New Area some powers of city- or provincial-level economic management in accordance with the law, and give Xiangjiang New Area Management Committee powers of appointment and removal of internal institution personnel at the division level and below;
- Support qualified industrial parks and zones in Changsha to carry out relatively centralized administrative licensing and punishment reforms in accordance with the law; and,
- Delegate powers of examination and approval for adjustment of detailed plans of industrial parks and zones to Changsha City, under the premise of conforming to the territorial space overall planning of counties and cities and the overall planning of industrial parks and zones’ development.
