The Hunan Department of Industry and Information Technology recently issued a provincial five-year plan (2021-2025) on developing intelligent connected vehicle (ICV) industry. According to the plan, Hunan will give priority to establishing a complete ICV industrial ecosystem, and strive to build itself into an ICV industrial base with international influence.

As the plan pointed out, Hunan’s annual automobile output is expected to hit 1.5 million units in 2025, among which more than 70% are ICVs. More than 10 leading ICV enterprises will be fostered. Based on these, Hunan’s automobile industry will transform its orientation from production to R&D innovation, and upgrade its automobile products from low to medium tier to middle and high-end.

The plan underlined three key sectors – automobiles; key auto parts; and, extended industries. Priority will be given to promoting the application of ICV technology in the middle and high-end passenger cars and commercial vehicles; accelerating key technology R&D of new energy (including hydrogen energy) and ICV incremental parts, and related industries; and, promoting in-depth integration of ICV industry with Hunan’s advanced industries such as construction machinery and agricultural machinery, and emerging sectors such as smart city construction, and ICV industry’s extended development. Four projects were deployed, including ICV technological innovation, ICV industrial chain promotion, large-scale application, and intelligent infrastructure construction.
