Hunan delegation attending the fifth session of the China's 13th National People's Congress held its first plenary meeting on the afternoon of March 3, 2022. It decided to submit six suggestions to the session in the name of the delegation. The six suggestions are as follows:

According to the Suggestion on Further Supporting Construction of Dongting Lake Ecological Economic Zone, it is hoped that related national departments and ministries will instruct and approve the Development Plan on Dongting Lake Ecological Economic Zone in New Area and support major projects put forward in the plan.

According to the Suggestion on Supporting Construction of Key Infrastructure Projects in Hunan Province, it is hoped that the Changsha-Jiujiang and Yongzhou-Guangzhou (via Qingyuan) high-speed railway projects can be incorporated in the medium-and long-term railway network plan and the railway development plan in the 14th Five-Year Plan period (2021-2025).

According to the Suggestion on Supporting Hunan to Lead the Establishment of National Laboratory for Biological Seed Industry, a national laboratory system for biological seed industry that covers the whole country will be built, with Yuelu Mountain Laboratory as the headquarters; Hainan, Gansu, Hubei, and Henan as bases; and research institutions across the country as the network. The system will be a state strategic scientific and technological strength in seed industry innovation, and provide strong support for enhancing core competiveness of China’s biological seed industry and increasing self-reliance in seed technology and ensuring that China's seed resources are self-supporting and under better control.

According to the Suggestion on Promoting Comprehensive Implementation of “Following Large-scale Development of Western China Policies” in Less-developed Counties in Central China, the scope limit of “Following Large-scale Development of Western China Policies” will be adjusted. Differentiated policies to support industries will be formulated. Pairing-up support will be increased.

According to the Suggestion on Supporting the Development of City Clusters Along the Middle Reaches of the Yangtze River to Become A Major National Regional Strategy, it is hoped that the strategic positioning of the city clusters along the middle reaches of the Yangtze River will be promoted to the national level. A dual circulation development demonstration zone in the city clusters will be established. Construction of a high-standard national joint conference mechanism will be accelerated. It asks for more support to major reform, projects, engineering, and platforms, and unified market access standards in the city clusters. It is hoped that instructions will be given to Hunan, Hubei, and Jiangxi provinces in trans-provincial coordination in rail transit, road, waterway, and civil aviation. Recognition and sharing of fundamental public services of the three provinces will be promoted.

The Suggestion on Supporting Yueyang Ethylene Project Construction will be submitted.
