Changsha recently released the Implementation Opinions on Building an International Consumption Center City. It proposed to build Changsha into an international consumption center city that will be famed as the "City of Fashion", "City of Happiness", "City of Vitality" and "City of Leisure". By 2026, the city's total retail sales of consumer goods will exceed 800 billion yuan.

According to the opinions, by 2026, Changsha will cultivate and form a 100-billion-yuan-level core business circle with international influence and over ten 10-billion-yuan-level key business circles; establish one or two demonstration parks for the integrated development of cultural and tourism industries; and, add one or two national-level night-time cultural tourism consumption clusters, more than 10 smart blocks, and over 10 departure tax refund shops.
 
To achieve these goals, 6 major projects and 24 tasks will be carried out. The 6 projects are “gathering international consumption resources”, “improving consumption landmarks”, “promoting service consumption", "cultivating consumption business modes", "accelerating regional coordination”, and "optimizing consumption environment". Among them, the “gathering international consumption resources” project will encourage high-end brands, imported goods and local brands to gather together and make “first-store economy” and “first-mover economy” a success. Changsha's economic and trade advantages with Africa will be leveraged; the imports of non-resource products from Africa will be increased; and, a distribution and trading center, an incubation center, and a service center will be built.

The release of the opinions is an effective measure for Changsha to actively implement the proposal of “supporting Changsha in building itself into an international consumption center city”. It was put forward at the 12th CPC Hunan Provincial Congress. The Changsha Municipal Bureau of Commerce will take multiple measures such as guaranteeing organization and leadership, improving supporting policies, and supporting pilot demonstration work, to facilitate the building of an international consumption center city.
