The Hunan Provincial Regulation on Promoting Advanced Manufacturing took effect on March 1, 2022. The regulation was deliberated and passed at the 28th meeting of the 13th Standing Committee of the Hunan Provincial People’s Congress on January 11 this year. It is the first local legislation aiming to enhance advanced manufacturing in China.

Hunan, as a manufacturing powerhouse, has a complete industrial system with all of the 31 main sectors of manufacturing. Chinese President Xi Jinping inspected Hunan in September 2020. He stressed the orientation and missions of the “Three Hubs and Four New Missions” Strategy in Hunan. Building a hub of advanced manufacturing industry of national importance has become an important strategy for constructing a modern new Hunan. In order to accelerate achieving the goal, the CPC Hunan Provincial Committee, the Hunan Provincial People’s Congress, and the Hunan Provincial People’s Government took the formulation of this regulation as a key legislation project in 2021.

In order to ensure the quality of the regulation, a special legislation team was set up, including leaders of the provincial people’s congress and provincial government, and officials in fiscal, legislative, and industry and information technology departments. Several rounds of investigations in and out of the province, symposiums and conferences of related departments, cities and prefecture, enterprises, and scholars were organized during the drafting period. Opinions of ministerial, provincial, and municipal-level departments, and enterprises were solicited.

The issuance of the regulation is an important move for thoroughly carrying out the decision and deployment of the CPC Central Committee and the CPC Hunan Provincial Committee. It is a law-based innovation in boosting high-quality development of advanced manufacturing, and lays a legal foundation for “Hunan experiences” and “Hunan mode” in exploring advanced manufacturing development.

The regulation consists of 26 articles, including goals, basic principles, responsibilities of the government and related departments, development orientation, guarantee for production factors, business environment, and institutional mechanism.
