He asked to thoroughly implement the spirit of President Xi Jinping’s important speeches, directives, and instructions on Hunan Province; lay foundation and strengthen momentum; comprehensively promote the “Three Major Supports and Eight Key Points” Work; and, take practical actions to welcome the successful convening of the 20th CPC National Congress.
“Three Major Supports” refers to the three supporting roles of electricity, computing strength, and power. They are not only the important support for high-quality development, but also the fundamental, basic, and strategic work.
“Eight Key Points” means four tasks of optimizing business environment, the building of “Five-good” industrial parks and zones, the four categories of “Top 10” projects (namely, Top 10 technical key projects, Top 10 industrial projects, Top 10 infrastructure projects, and Top 10 key livelihood projects), and the return of Hunan businessmen; and, four actions in implementing the following plans:
- 30 Work Measures to Keep Stimulating the Vitality of Market Entities and Make Every Effort to Promote the Multiplication of Market Entities;
- Implementation Plan of the “Trillion-Billion-Million-Yuan” Projects for Industrial Development;
- Implementation Plan for In-depth Development of New Industrial Enterprises Above Designated Size; and,
- Hunan Province “Golden Lotus” Action Plan for To-Be-Listed Companies (2022-2025).

Governor Mao Weiming learned about the planning and construction progress at the converter station site of the “Ningxia Electric Power Serving Hunan” project in Quanhu Town, Hengnan County.

Governor Mao noted that this year is the year when the 20th CPC National Congress will kick off, and it is of great significance to do all kinds of work well. Hengyang City, based on its development orientation, should further leverage its advantages in transportation and geographical location, industrial base, industrial agglomeration, and scientific and educational resources; and take responsibilities and new steps for high-quality development. He said that it is necessary to:
- Closely follow the “Three Major Supports and Eight Key Points” Work, to attract, plan, create, and implement a batch of large, good, practical, and solid projects that lay foundation, increase momentum, and make up for shortcomings, and support the "stable" economic development based on the "advancement" of project construction;
- Optimize the industrial layout, strengthen the guarantee of factors, focus on the upstream and downstream enterprises to extent, supplement, and strengthen the industrial chains; and,
- Vigorously cultivate strategic emerging industrial clusters such as new energy vehicles, non-ferrous metals, fine chemicals, and new materials.
