The plan put forward a spatial layout of “two axis, two zones, and multiple nodes”.
The two axis are: a vertical axis based on the Beijing-Guangzhou Railway, Beijing-Guangzhou High-speed Railway, Beijing-Hong Kong-Macao Expressway, and Xiangjiang River waterways; and, a horizontal axis based on Shanghai-Kunming Railway, Shanghai-Kunming High-speed Railway, and Shanghai-Kunming Expressway.
The two zones are: a core functional zone and a coordinated development zone.
According to the plan, the national logistics hub will involve four business patterns – land port, commercial service, air port, and production service. By 2025, a hub economy will be formed, and the hub will be built into a national logistics economic demonstration zone, based on five international channels – China-Europe Freight Train; freight train to ASEAN countries; river-sea combined transport; Hunan-Guangdong-Africa railway-sea combined express train; and, air freight transport.
The plan clarified the orientation, functions, construction mode, projects, and business of the hub. It stressed reinforcing guarantee for logistics land and giving play to the roles of special fund in budget, investment funds for modern logistics industrial development, credit aid, and social capital.
