Three Cities in Hunan Included in 2021 National Innovative City List

The Institute of Scientific and Technical Information of China (ISTIC) of the Ministry of Science and Technology recently announced the Report on Innovation Capability Evaluation of National Innovative City 2021. It has conducted a comprehensive evaluation of the innovation capabilities of 78 innovative cities across China. There are 3 cities in Hunan Province appeared on the list. They are: 



Changsha City (8th place) 



Zhuzhou City (37th place)



Hengyang City (64th place)


The report shows that the top ten national innovative cities in 2021 are Shenzhen, Hangzhou, Guangzhou, Nanjing, Suzhou, Wuhan, Xi'an, Changsha, Hefei, and Qingdao. Among the listed cities in Hunan Province, Changsha's ranking remained unchanged, while Zhuzhou and Hengyang were up 4 and 2 places respectively from the previous year.

A monitoring and evaluation index system has been set up, involving 30 evaluation indicators in 5 aspects to monitor and evaluate a city's innovation capability. They were: innovative governance capability, original innovation capability, technical innovation capability, achievement transformation capability, and innovation driving force. Among them, innovative governance and innovation driving force are the common requirements for the construction of an innovative city. Original innovation, technical innovation, and achievement transformation capabilities respectively reflect the main innovation functions of cities with different innovation levels, and guide them to explore differentiated innovation and development paths.
