According to the Hunan Provincial Department of Industry and Information Technology, by the end of 2021, a total of 22,047 industrial apps (including industrial software) had been developed in Hunan. For the industrial app innovative application enterprises, the proportion of software-based solutions reached 50.3%, which has strongly supported the building of a hub of advanced manufacturing industry of national importance.

Hunan focuses on developing industrial apps in key areas. It urges efforts on both the supply and demand sides to stimulate advanced manufacturing industries’ enthusiasm in developing industrial apps. The industries include construction machinery, rail transit, aerospace, and high-end medical equipment. In 2021, the digital penetration rate of enterprise operation and management in the province reached 68.5%, and the penetration rate of digital research and design tools was 78.3%.

Efforts have been made to develop industrial app enterprises into leading ones, encourage manufacturing enterprises to spin off and set up new professional industrial app enterprises. In 2021, Hunan's software and information technology service industry generated a revenue of 2.33 billion yuan from industrial software and 15.9 billion yuan from embedded system software, up 4.3% and 20.5% year-on-year respectively. The province had 12 new outstanding small enterprises that specialize in cloud operating systems, databases, and R&D and design. Thirteen projects won awards in the 2021 National Industrial APP and Information Consumption Competition, and solutions of four enterprises were selected as the 2021 Excellent Industrial APP Solutions by the Ministry of Industry and Information Technology.

Developing industrial apps helps enhance independent innovation capability. Hunan Industrial Technology Software Innovation Center, in collaboration with software enterprises and industrial technology enterprises, released 34 independent innovation scientific and technological achievements. Of the total, 13 have reached international advanced level. A Changsha-based company made breakthroughs in 16 core technologies and developed the first comprehensive gear transmission system design and analysis software with independent intellectual property rights in China.
