On January 28, Chen Fei, vice governor of Hunan Province and leader of the Hunan Provincial Leading Group for Spring Festival Travel Rush, presided over a teleconference on the preparation of the Spring Festival transportation work, in response to low temperature, rain, snow, and freezing weather.

Vice Governor Chen noted that the Spring Festival travel rush has entered the peak period. There would be low temperature, rain, snow, and freezing weather in the near future, and which will increase safety risks. All relevant units should, in the light of the principle of “putting the people and their lives first and giving priority to safety”, resolutely implement the arrangements of the CPC Hunan Provincial Committee and the People’s Government of Hunan Province; make every effort to deal with the low temperature, rain, snow, and freezing weather; and, do a careful and meticulous job in ensuring safe, health, smooth, and comfortable travel of the people.

Chen asked to:
- Do well in analysis and response. We must scientifically and accurately carry out weather forecasting and early warning, pay attention to the situation of surrounding provinces, and promote inter-provincial and intra-provincial coordination; formulate end-to-end contingency plans, make analysis, judgment, and preventive preparations for each road section, remove ice and snow in time, take necessary traffic control and diversion measures according to the actual situation of freezing and traffic flow, and guide traffic reasonably; make full preparations for emergency materials, equipment, and forces, and strengthen traffic police, road administration law enforcement, and volunteer services;

- Provide better services. Work should be done to strengthen the management and services at expressway service areas, and fully meet the needs of passengers for fueling, charging, catering, toileting, parking, and rest, to ensure smooth road traffic; and,

- Do a good job in epidemic prevention and control. We should comprehensively disinfect stations, terminals, ports, service areas, and confined spaces of vehicles, strictly implement such epidemic prevention measures as wearing masks, scanning health codes, and measuring temperature, and enhance communication network guarantees.
