The ninth plenary session of the People’s Government of Hunan Province was held on the morning of January 20, 2022. It said that the provincial government, in light of the comprehensive inspection of its key work in 2021, decided to commend and give incentives to some cities (prefecture), counties (urban districts), management areas, and industrial parks (zones). These regions are commended for their remarkable achievements in carrying forward “Three Hubs” construction; promoting high-quality development; deepening reforms to streamline administration and delegate powers, improve regulation, and upgrade services; and, ensuring and improving people’s wellbeing.

In 2021, Changsha City, Zhuzhou City, Shaoyang City, Yiyang City, Yunxi District, Lixian County, Suxian District, Luxi County, Yongding District, and Shuangfeng County ranked at the provincial forefront in annual comprehensive ranking of striving to build a technological innovation hub with core competitiveness, and the total amount and increment of scientific and technological input and output indicators.

According to the commendation and incentive plan, four cities including Changsha and Zhuzhou will each receive 10 million yuan in rewards, and six counties (urban districts), including Yunxi District and Lixian County, will each receive 2 million yuan, which will be used as a whole for scientific and technological innovation. This proved Hunan’s strong support for scientific and technological innovation.

In terms of encouraging the business environment improvement, Changsha, Zhuzhou, Xiangtan, and Changde cities; Jinshi, Linxiang, Shaodong, and Hongjiang county-level cities; and, Changsha, Youxian, Hengyang, Taojiang, Guiyang, and Ningyuan counties made the list in the third-party evaluation of optimizing the business environment. Paid by the capital construction investment within the provincial budget, each city will receive 2 million yuan rewards, and each county and county-level city 1 million yuan.

The counties (urban districts), management areas, and industrial parks (zones) that have been commended in 31 aspects this time will not only receive bonuses ranging from 500,000 to 10 million yuan, but also extra points in the performance appraisal. Their experiences and practices will be recommended, aiming to encourage the whole province to make persistent efforts in various key tasks, strive for excellence, and make new and greater achievements.
