There should be 764 deputies at this meeting, and there were 720 present. The number of attendants constitutes the quorum.

Executive Chairpersons of the presidium Zhang Qingwei, Liu Lianyu, Huang Guanchun, Xie Jianhui, Zhang Jianfei, Yang Weigang, Zhou Nong, Peng Guofu, Chen Wenhao, and Cao Jiongfang served as executive chairpersons. Liu Lianyu chaired the meeting.
