On January 18, deputies attending the fifth session of the 13th Hunan Provincial People’s Congress held panel discussions to deliberate the work report of the Standing Committee of the Hunan Provincial People’s Congress, the work report of Hunan Provincial Higher People’s Court, and the work report of Hunan Provincial People's Procuratorate.

In 2021, 13 local regulations at provincial level were reviewed and approved. A total of 30 local regulations of cities and prefecture with subordinate districts were examined and approved. Twenty-four special work reports were heard and reviewed, and five rounds of inspection on the implementation of law and regulations and two consultations were carried out. These highlights of the work report of the Standing Committee of the Hunan Provincial People’s Congress were recognized by deputies. They believed that in 2021, the Standing Committee of the Hunan Provincial People’s Congress had adhered to a people-centered philosophy of development, put the people at the center of their hearts, continuously enhanced whole-process people's democracy, and contributed their wisdom and strength to write a new chapter in adhering to and developing socialism with Chinese characteristics in the new era.

Deputies suggested that the Standing Committee of the Hunan Provincial People’s Congress should better play its supervisory role in the implementation of law and regulations, so as to promote law-based social governance. Examinations of law enforcement should be dovetailed with legislative work. Targeted examinations of local regulation enforcement should be conducted to promote local economic and social development. Trainings should be intensified to help Hunan Provincial People’s Congress cadres and deputies at grassroots level to perform their duties, so as to better play deputies’ role as a dominant player to connect with the people.

Deputies said that the work reports of Hunan Provincial Higher People’s Court and Hunan Provincial People's Procuratorate have a clear political stance, think in big-picture terms, and delivered remarkable results. They demonstrated the principle of putting people first in the judicial system and judicial justice. Over the past year, the Hunan Provincial Higher People’s Court and Hunan Provincial People's Procuratorate had adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, followed a people-centered philosophy of development, and performed their responsibilities enshrined in the Constitution and law. Remarkable achievements were made in improving legal environment and reforming judicial system. These efforts aimed to enable the people to see that justice is served in every judicial case.
 
Deputies suggested that the Hunan Provincial Higher People’s Court and Hunan Provincial People's Procuratorate should develop a more coordinated and effective enforcement mechanism for procuratorates and courts, and standardize the system of showing leniency to suspects and defendants who confess to their crimes, to build a fair and efficient judicial system. Greater efforts should be made to exert the role of people’s courts in participating in grassroots-level social governance, and explore professional and comprehensive court structure. Construction of smart courts should be strengthened, with more litigation and court trials available online, so as to normalize online litigation services and court trials.
