Hunan SOEs Hit New High in Economic Benefit

A meeting of the municipal and prefectural-level state-owned assets supervision and administration officials was held on January 12. According to the meeting, in 2021, the enterprises under the supervision of Hunan’s state-owned assets supervision and administration system had maintained a stable and high-quality development. The gross value of assets reached 4.76 trillion yuan, and the net value was 1.67 trillion yuan. The economic benefits achieved a record high, with a total revenue of 862.8 billion yuan, and a profit of 48.2 billion yuan.


The total asset value of the enterprises under the provincial supervision and administration hit 1.6 trillion yuan. The revenue grew by 21.7% year on year to 686.5 billion yuan, and the profit increased by 69% to 31.3 billion yuan. Nine municipal or prefectural regions achieved profitability. The profits of six cities, including Yueyang, Hengyang, Yiyang, and Yongzhou, rose by more than 10%.


Among these enterprises, the asset value of the Hunan Expressway Group, Hunan Valin Group, and Zoomlion exceeded 100 billion yuan each. The revenue of Valin, for the first time, hit 200 billion yuan. The Hunan Construction Engineering Group achieved a business volume of over 200 billion yuan, and a revenue of more than 100 billion yuan. Twenty enterprises’ profits surpassed 100 million yuan.


Tax revenue rose remarkably. The enterprises under provincial supervision and administration generated 22.5 billion yuan in tax revenue, up 19% over last year. Among the enterprises under the provincial and municipal (prefectural) supervision and administration, the Valin Group, Zoomlion, Hunan Construction Engineering Group, and Hunan Expressway Group, and other three enterprises under Changsha municipal administration, had contributed more than one billion yuan each.


Notable effects had been seen in the three-year SOE reforms between 2020 and 2022. By the end of 2021, 85% reform tasks had been completed, beyond the original schedule. In the key reform task evaluation of the State Council, Hunan was in A class, ranking 4th nationwide.
