President Xi Jinping visited Hunan Province in September 2020. He called on Hunan to develop itself into “Three Hubs”, i.e. a hub of advanced manufacturing industry of national importance, a hub of technological innovation with core competitiveness, and a hub of reform and opening up in inland regions. He asked the province to undertake “Four New Missions”: to break new ground in promoting high-quality development, make progress in building a new development paradigm, demonstrate a renewed sense of responsibility in promoting the rise of central China and the development of the Yangtze River Economic Belt, and play Hunan’s part in the adherence and development of socialism with Chinese characteristics in the new era. He also required Hunan to earnestly implement the decisions and arrangements made by the CPC Central Committee, uphold the underlying principle of pursuing progress while ensuring stability, implement the new development philosophy, take supply-side structural reform as the main task, build a moderately prosperous society in all respects and win the fight against extreme poverty, and ensure stability on six key fronts and maintain security in six key areas.

In the past year, vast number of private enterprises and small and medium-sized enterprises in the province have been guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; studied and implemented the spirits of his important speeches and instructions on Hunan; and carried out the decisions and deployments of the CPC Hunan Provincial Committee and the People’s Government of Hunan Province. They have sped up the building of a modern industrial system with the main business of the industry as the main direction; made self-reliance in science and technology the strategic pillar to promote “Hunan Intelligent Manufacturing”; and, fostered a new development paradigm as the mainline to assist high-level opening up. They have made important contributions to the economic development, entrepreneurship and employment, scientific and technological innovation, national taxation, and social welfare of Hunan Province. A large number of models of patriotism, professional excellence, law-abiding business, innovation and entrepreneurship, and social responsibility have emerged.

The CPC Hunan Provincial Committee and the People’s Government of Hunan Province decided to commend the advanced collectives and individuals of private enterprises and small and medium-sized enterprises that have emerged in the comprehensive implementation of positioning, missions, and tasks of the Three Hubs and Four New Missions Strategy, and the building of a new modern socialist Hunan in all respects. They awarded 79 companies including Sany Group the title of “New Hunan Contribution Award for Advanced Organization”, and Zhou Xiaozhou and other 98 people the title of “New Hunan Contribution Award for Advanced Individual”. This aimed to create a strong atmosphere of advocating, learning from, striving to be, and catching up with the advanced across Hunan, and effectively promote the healthy development of non-public ownership economy and individual healthy growth of those in non-public ownership economic sector.
