Three hundred and ten provincial key projects have completed the annual investment plan with the amount exceeding the original plan this year, and the “Three Highlands” construction made positive progress. It was learned from a provincial development and reform work conference held on December 23, 2021.

Hunan Province has taken various measures for projects, platforms, reform, and factor guarantee; promoted implementation of special actions such as advanced manufacturing development, scientific and technological innovation, and reform and opening up; and, accelerated construction of “Five-good Industrial Parks”. “Three Highlands” construction made positive progress. From January to November, the ten major industrial projects completed 141% of the annual planned investment. Changsha construction machinery and Zhuzhou advanced rail transit equipment successfully ranked among the national advanced manufacturing clusters. Four clusters including Changsha intelligent manufacturing equipment were included in the first batch of national strategic emerging industrial cluster development projects.

Provincial key projects played a leading role in promoting the “Three Highlands” construction. Since the beginning of this year, Hunan Province has made great efforts to expand effective investment and steadily promote the major projects construction. In the first eleven months, 310 provincial key projects completed 125.2% of the annual investment plan, and a number of major projects including the Zhangjiajie-Jishou-Huaihua railway were completed and put into production.

Hunan Province has carried out initiatives to raise the quality of consumption and expand its capacity. The provincial government has issued various policies and measures, including the plan to expanding domestic demand and promoting consumption during the “14th Five-Year Plan” period, opinions on accelerating cultivation of new types of consumption, promoting the development of enterprises in the consumer sector, and ten policies to support Zhangjiajie’s epidemic prevention and control. It has achieved positive results in expanding domestic demand.

The government has initiated the “one core area, two supporting areas, three belts, four zones, and multiple points” development paradigm since the beginning of the year, and has made significant progress in regional coordinated development. The Changsha-Zhuzhou-Xiangtan City Cluster construction has been included in the national “14th Five-Year Plan”. The opinions on supporting Yueyang and Hengyang in accelerating the building of provincial sub-central cities were laid out. The construction of the Xiangjiang-Jiangxi border regional cooperation demonstration zone has been upgraded to a national strategy.
