On December 13, the Changsha Development and Reform Commission released the Changsha Business Environment Report 2021 compiled by the 21st Century Economic Research Institute. The report focuses on the innovative measures, typical experiences and results of the city’s each district, county, county-level city and industrial park to optimize the business environment. It aims to promote regional development through information disclosure, and further improve Changsha's business convenience and investment attractiveness.

The report highlighted Changsha’s innovation reform measures. For example, the Hunan Pilot Free Trade Zone Changsha Area undertook the power delegation of 31 items at provincial level and 25 at municipal level. This further expanded the area’s autonomy in reform. Yuhua District piloted a dual-channel handling mode for enterprise-related service, enabling effective and fast handling of service matters both online and offline. It takes less than 2 hours for enterprises to complete the process of material submission, review and approval and get the license. The Changsha High-tech Development Zone optimized the handling procedures of government service items via such ways as one-time notification and offering specific guidance when asked.

Changsha has always been taking optimizing business environment as its “No. 1 project” to promote high-quality economic development. It has made continued efforts to create a market-oriented, law-based and international business environment. Data showed that, the growth rate of Changsha’s total market entities ranked first among capital cities in central China in 2020. As of November this year, Changsha had more than 1.35 million real market players, and the number of newly-registered market entities increased by 19.52% year-on-year. In the 2020 National Business Environment Evaluation, Changsha was rated as one of the top ten cities with the fastest improving business environment, with its seven indicators becoming national benchmarks.
