On December 7, Li Dianxun, a member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor of the People’s Government of Hunan Province, presided over a provincial video and telephone conference on COVID-19 epidemic prevention and control work. The meeting thoroughly studied and implemented the spirits of President Xi Jinping’s important speeches and instructions on epidemic prevention and control, the national video and telephone conference on COVID-19 epidemic prevention and control work, and the work requirements of the CPC Hunan Provincial Committee and the People’s Government of Hunan Province. It comprehensively arranged the epidemic prevention and control work in the next stage, especially during the New Year's Day, the Spring Festival, the Olympic Winter Games, and the national and provincial “Two Sessions”.

Executive Vice Governor Li noted that doing well in epidemic prevention and control is an important prerequisite for promoting high-quality economic development, an important content for promoting efficient social governance, and a realistic need to create a high-quality life for the people. He called for deepening understanding and thinking, judging the situation in an all-round way, and unswervingly implementing the epidemic prevention and control work well.

He asked to pay attention to the key links to ensure constant vigilance against imported cases and domestic resurgences. Efforts should be made to:
- implement normalized prevention and control measures, accelerate the construction of immune barriers, and focus on making up for shortcomings;
- implement closed-loop management of travelers arriving in Hunan province, strengthen high-risk personnel, objects, environmental management and key personnel screenings, and crack down on criminal activities such as illegal immigration and smuggling;
- implement various requirements for emergency response, fast and accurately trace the epidemiological source, strictly and normatively isolate personnel, strictly and authentically carry out community control, and do nucleic acid testing work in a fast and efficient manner;
- persist in relying on both scientific and technological innovation and institutional innovation, continuously strengthen scientific and technological support, improve working mechanisms, and improve the quality and efficiency of epidemic prevention and control; and,
- implement and consolidate the “four-party responsibilities” of local territorial responsibilities, industrial department supervisors' responsibilities, enterprises and institutions' main responsibilities, and personal protection responsibilities, build a tight line of defense for joint and group prevention and control, and resolutely win the fight against the COVID-19 pandemic.
