Changsha’s 7 Business Environment Optimization Cases Promoted Nationwide

The Report on China's Business Environment 2021 compiled by the National Development and Reform Commission was published recently. Changsha's business environment optimization and innovation experience in seven fields was included in the report’s “Best Practices” chapter, with the number of selected cases leading the country. Beyond that, Hunan Xiangjiang New Area was selected into the report’s “New Area Practices” chapter.

In the report, Changsha's innovative practices in 7 aspects, namely, the creation, protection and application of intellectual property, protection of small and medium investors, cross-border trade, accessibility to electricity, labor market regulation, contract execution, and building permits, were selected as typical cases of best practices and recommended to the whole country.

The report sorted out the achievements and highlights of China's business environment in 2020, and also presented typical cases of 80 participating cities in optimizing business environment. A total of 225 cases were selected from these participating cities. Only 5 cities had more than 7 selected cases each. They are Chengdu, Qingdao, Chongqing, Jinan and Changsha. Changsha’s number of selected cases this time was at the national forefront.

In recent years, the Changsha government has been improving business environment with the goal of “becoming a benchmark city in central China, leading the country and being first-class in the world”. It has paid special attention to the feelings of market entities and the people who want to have government service affairs done. It has continued efforts to improve administrative efficiency, reduce costs in the real economy, protect the rights and interests of enterprises, and facilitate the implementation of policies. It has also highlighted the building of a fair and inclusive ecological environment in the fields of project construction, industrial development, regional coordination and people’s livelihood. These all help provide strong support for Changsha’s high-quality development.

“There is no end to the optimization of business environment. Changsha will implement the strategy of strengthening the provincial capital proposed at the 12th CPC Hunan Provincial Congress, follow advanced benchmark cities in China, and continue to improve its business environment with higher standards, in wider fields and at deeper levels,” said Tu Wenqing, Party secretary of the Changsha Development and Reform Commission. In the next step, Changsha will target market entities to optimize approval procedures, ensure fair supervision and improve services in the whole process, build a reputation for its good business environment, and further raise the profile of its business environment.
