Changsha Delegation Submits Proposal on Vigorously Supporting the Construction and High-Quality Development of Changsha

The Changsha delegation attending the 12th CPC Hunan Provincial Congress recently submitted a proposal on vigorously supporting the construction and high-quality development of Changsha, the provincial capital, to the congress. The delegation suggested that the CPC Hunan Provincial Committee and the Hunan Provincial People’s Government should incorporate the support for Changsha’s construction and high-quality development into their major decisions and arrangements, and give Changsha greater support and guidance.

Changsha is in a critical period of leapfrog development. It plays an important exemplary role in the province.

The proposal analyzed from a strategic and overall perspective that, Changsha, as the capital city of Hunan province, shoulders the important mission of thoroughly implementing the earnest instructions of President Xi Jinping. It takes the lead and plays an exemplary role in building "Three highlands", carrying out the “Four New Missions”, and doing a good job of "five key tasks".  It also shoulders the important development task of seizing opportunities and striving for progress in the new pattern of urban competition and regional development.

The proposal also analyzed that Changsha is facing a critical window period as it enters a new stage of development. “It has the foundation and conditions to grow bigger and stronger.”

“Changsha has entered the ranking of cities XL, with its economic volume exceeding 1.2 trillion yuan, ranking 6th among provincial capital cities and 2nd in central China. Its total population exceeded 10 million, and its urbanization rate reached 82.6%. It has five national industrial parks, seven 100-billion-yuan industries, and many national strategic platforms such as the Changsha-Zhuzhou-Xiangtan National Independent Innovation Demonstration Zone, the Hunan Pilot Free Trade Zone, and the Hunan Xiangjiang New Area. It is in a critical period of leapfrog development.”

According to the proposal, Changsha should be given more guidance and support to better serve the province’s overall high-quality development.

Vigorously implementing the strategy of strengthening the provincial capital

What made Changsha delegates particularly excited was that the report of the 12th CPC Hunan Provincial Congress clearly proposed implementing the strategy of strengthening the provincial capital. This endowed Changsha with a new mission and injected strong impetus into its development.

There were more than 20 references to Changsha's work and achievements in the report. The report mentioned and offered scientific guidance to the construction of Changsha-Zhuzhou-Xiangtan metropolitan area, “three areas, two mountains and two centers” and "four centers".

In order to implement the strategy of strengthening the provincial capital, the proposal suggested that Changsha should be given multi-directional support in aspects such as expanding city scale, building major strategic platforms, strengthening the role of scientific and technological innovation, boosting strategic emerging industries, and improving urban functions.
