Recently, the Office of the Central Cyberspace Affairs Commission announced the list of the national intelligent social governance experimental bases. The Yuhua District of Changsha City made the list. Before that, the district was rated as an experimental area on "new teaching and learning model based on teaching reform and integrated information technology" of the Ministry of Education, an excellent area for national online learning spaces, and a demonstration area for innovative applications of online education of the National Center for Educational Technology in 2020.
This group of national intelligent social governance experimental bases or educational featured bases were reviewed and recognized by experts from eight ministries and commissions including the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Education, the Ministry of Civil Affairs, the Ministry of Ecology and Environment, the National Health Commission, the State Administration for Market Supervision, and the General Administration of Sports of China. It aimed to create a number of models of intelligent social governance to help modernize China’s system and capacity for governance. A total of 19 units and regions across the country have been identified as educational featured bases, and Yuhua District was the only one that has been selected from Hunan Province.
Education informatization is a calling card of Yuhua District. Since the education informatization 2.0 era began, Yuhua District has issued the "Yuhua District Education Informatization 2.0 Action Plan" based on top-level design. The plan takes smart education as the drive to promote the planning and layout of new infrastructure represented by 5G, artificial intelligence, blockchain, and the Internet of Things. Efforts will be made to deepen integration of information technology and education and teaching, and conduct pioneering explorations in classroom teaching, campus security, fund supervision, food safety, physical fitness monitoring, and education evaluation. A data-based educational decision-making system, online learning space popularization, and an improved education supervision evaluation have been preliminarily realized, providing practical experience and environmental foundation for the research on intelligent education governance.
