She noted that, Changsha and Yueyang are connected geographically, genetically and culturally. They are both nourished by the Yangtze River and are as close as a family. During the 14th Five-year Plan period (2021-2025), the two cities should thoroughly study and implement President Xi Jinping's important speech and instructions about Hunan; implement the decisions and arrangements of the CPC Central Committee and the State Council; follow the work requirements of the CPC Hunan Provincial Committee and the Hunan Provincial People’s Government; and, shoulder greater responsibility and achieve greater results in jointly advancing regional coordinated development.

Secretary Wu Guiying stressed strengthening exchanges and cooperation from the following three aspects:

Firstly, deepening cooperation consensus and jointly promoting high-quality economic development. Changsha and Yueyang share a number of historical missions. Secondly, focusing on key work and jointly promoting regional coordination and cooperation. Changsha and Yueyang should strengthen coordination on ecological protection, and work together to ensure steady and sustainable green development of the Yangtze River Economic Belt. They should strengthen connectivity of water transport facilities, and jointly advance port cooperation, upgrade the Xiangjiang River waterway and develop the Yangtze River golden waterway. They should strengthen joint construction and sharing of strategic platforms, and carry out practical cooperation in cross-border e-commerce, port customs clearance, and park development. They should strengthen communication and coordination on industrial development, and promote joint and mutual recognition of examination and approval items, so as to achieve complementary advantages, coordinated development, mutual benefit and win-win results. They should also strengthen the integrated development of culture and tourism, integrate resources, and tap their potential to the full to form great synergy.

Thirdly, pooling the strength for cooperation and working together to forge ahead. Changsha and Yueyang should deepen cooperation mechanisms, identify key issues and incorporate them into a management list to ensure efficient implementation and tangible results. They should also encourage and guide various market entities, industry associations and social organizations to participate, and make their cooperation more comprehensive, extensive and in-depth.
