On November 9, Vice Governor He Baoxiang led the persons in charge of relevant departments directly under the provincial government to carry out the Zishui River patrol in Loudi City. He called for shouldering the responsibilities of the river chief system (Hezhangzhi) and put it into place; promoting the protection and treatment of the Zishui River basin; strengthening the overall planning of both the banks of the river; and, making every effort to create an ecological environment in which humanity and nature coexist in harmony.
Vice Governor He and his party inspected the Qingfeng River estuary to the Zijiang River and the water intake point of the Second Water Plant in Xinhua County. Along the way, they carefully observed the water quality and learned about the project construction in detail. Mr. He communicated with relevant persons in charge on such river chief system work as pollutant discharge, pollution source control, and riverbank planning, when visiting the Lianxi River mouth to the Zijiang River and the Xiaoyun Ferry in the Zishui River.
He called for upper and lower linkage, regional joint defense, and departmental coordination, and implementing responsibilities at different levels to promote the river chief system to achieve effective results in the water environment management in the Zishui River basin. He emphasized that relevant departments at all levels along the Zijiang River must:
-carry out key tasks to prevent and control from the source and strengthen water pollution prevention and water resources protection;
-pay close attention to various environmental protection indicators, take routine inspection and supervision, and improve the normalization and institutionalization of protection and governance;
-protect the shoreline of the waters, and rectify illegal construction on riverbanks and pollution from non-point agricultural sources; and,
-do a good job in pollution control while facilitating the lives of the people, realizing the target of “smooth river flows, clear waters, green banks, and beautiful scenery”.
