Changsha Fully Implements Provincial “879" Task to Promote High-Quality Development

“Tap the potential of key enterprises such as BYD Electronics, Citic Dicastal and Want Want Food, and strive to make Honor mobile phone’s capacity exceed 30 million units next year...” “In the first three quarters, the Changsha Economic and Technological Development Zone achieved a year-on-year growth of 18.2% in technology, industry and trade, and the completion rate of major projects included in the city’s plan has reached 126.2%...” Recently, busy and vibrant production scenes were seen at enterprises of Changsha’s industrial parks.

Changsha's comprehensive strength has risen greatly over the past five years. The city's regional GDP grew by an average annual rate of 7.8%, and local general public budget revenue by an average annual rate of 8.9%. Successively, the city's total economic output exceeded one trillion yuan, its local general public budget revenue exceeded 100 billion yuan, and its permanent population exceeded 10 million. Last year, Changsha's GDP reached 1214.252 billion yuan, accounting for about 30% of the province's total.

Changsha has strengthened its responsibility as the provincial capital, followed the Three Highlands and Four New Missions Strategy, and focused on the “Party building forms synergy” project. It has also fully implemented the provincial "879" task to promote high-quality regional development.

The "879" task refers to advancing the “Eight Major Projects” to build a highland or hub of advanced manufacturing industry of national importance, implementing the “Seven Major Plans" to build a highland of sci-tech innovation with core competitiveness, and launching the “Nine Major Actions” to build a highland of reform and opening-up in inland areas. It is a guideline for Hunan to implement the Three Highlands and Four New Missions Strategy to achieve high-quality economic and social development

Changsha has ramped up efforts to foster industrial clusters, and achieved new results in building a highland of advanced manufacturing industry of national importance.

Changsha’s construction machinery cluster was shortlisted for the first batch of advanced manufacturing clusters of the Ministry of Industry and Information Technology. Changsha became the only city in China to obtain four national titles in the field of intelligent connected vehicles, and the only city to achieve the independent design of three major chip parts.

Since the beginning of this year, leading projects such as San’an Optoelectronics, HKC Optoelectronics and Enovate new energy vehicles have been completed and put into operation. The construction of strategic projects such as Sany intelligent networked heavy trucks and Zoomlion Intelligent Industrial Town has been accelerated. Changsha’s projects included in the “Top Ten Industrial Projects of Hunan Province”, and the “Top Ten Industrial Projects of Changsha City” have completed 110.2% and 103.2% of the annual planned investment, respectively.

Changsha has strengthened sci-tech personnel construction, and elevated the construction of a highland of sci-tech innovation with core competitiveness to a new level.

Changsha issued talent policies such as “45 Policies of Free Trade Zone” and “8 Policies of Rural Revitalization”, launched the construction of the Overseas Returnee Small Town, and established talent cooperation mechanisms with a number of national “Double First-Class” (namely world-class universities and first-class disciplines) universities. The city’s net inflow rate of talents ranked second in China. The city was successfully included in the “3+N National Talent City Plan" of the Organization Department of the CPC Central Committee.

In March this year, Changsha was approved as the National New-generation Artificial Intelligence Innovation and Development Pilot Zone, with three new national innovation platforms added. It also carried out a series of strategic cooperation with top universities such as Tsinghua University, Peking University and Tongji University. The number of high-tech enterprises in the city increased to 4,142. The city ranked eighth among the country's innovative cities in terms of innovation capacity, and successfully became one of China’s sci-tech innovation pilot cities.

Changsha has made great efforts to deepen major reforms, and made new breakthroughs in building a highland of reform and opening-up in inland areas.

Changsha’s trial of digital RMB is at the national forefront. It has accelerated its pilot reforms on low-altitude airspace management. It has expanded and upgraded its reforms on streamlining administration and delegating power, improving regulation and upgrading services, new zones and industrial parks, agriculture and rural areas, and services for people's wellbeing.

In particular, the Hunan Pilot Free Trade Zone Changsha Area has conducted trials boldly, taken bold measures, and made amendments accordingly. The implementation rate of 113 reform tasks and 309 measures reached 85.8% and 93.2%. More than 30 institutional innovation achievements were made, 12 of which were the first in China.

From January to August this year, Changsha's import and export volume increased by 17.4% and 28.9% respectively, and the actually utilized foreign capital grew by 14.3% and 57.3% respectively. Changsha was once again rated as one of “China's Most Attractive Cities for Investment” and “China's Top 10 Most Satisfactory Cities for Foreign Investment”.
