Yueyang government issued the “45 New Policies for Talents” on November 1, 2021. The measures covered talent introduction and cultivation, talent incentive support, and talent service guarantees. It set November 1 as the “Yueyang Talent Day” every year, providing talent support to promote the high-quality development of Yueyang City.
 
The Measures for Accelerating the Construction of Talent Highlands in Provincial Sub-central City (“45 New Policies for Talents”) centers on Yueyang's modern industrial system; highlights strategic emerging industries, advanced manufacturing, and Hunan Free Trade Zone Yueyang Area construction; and, comprehensively promotes the introduction and cultivation of high-level leading, high-skilled, enterprise management, young innovation and entrepreneurial, and rural revitalization talents. For newly introduced top international talents and industrial leaders, a subsidy of up to 2 million yuan will be given for them to settle down. The government will provide supports for spouse’s employment, children's schooling, housing and transportation, medical and healthcare. Yueyang will also implement a localized publicly funded oriented training program for normal college students, grassroots medical and health talents, and agricultural technology, and water conservancy talents at primary level, to cultivate a group of local leading talents and provide financial support.
