Over past half-decade, Hunan has rolled out a series of regulations and measures to optimize industrial structure, establish a low-carbon energy system, control greenhouse gas emission, and advocate eco-friendly life style. The insecure, backward, and substandard production capacity had been cleared out. Emission of greenhouse gas saw a sharp decline over 2015. The carbon dioxide emissions per RMB10,000 of GDP fell by 19.8%. Energy consumption per unit of regional GDP decreased by 19.4%, while that of the added value of industries above designated size down by 27.4%.

Vice Governor Chen said that, the forum provides strong support for construction of low-carbon cities and development of low-carbon technologies. Hunan, firmly pursuing ecological civilization, has established a long-term mechanism for ecological protection and restoration in key eco-areas, to restore the ecosystems of mountains, waters, forests, farmlands, lakes and grasslands.  Being driven by green transformation, Hunan has enhanced research and development as well as promotion and application of green and low-carbon technologies, mapped out clear schedule and working plan on carbon emission peaking, and constructed systems of production, circulation, and consumption based on green, low-carbon and circular development. Hunan government has persisted in benefiting the people with ecological progress. It strived to foster high-quality eco-products, and tried to enhance synergies of environmental protection, economic development, and guarantee of people’s livelihood, to improve living environment and people’s well-being. He hoped that Hunan and the Asian Development Bank will join hands again to contribute to achieving carbon emission peaking and neutrality goals.

Li Xianxing, deputy secretary general of the Hunan Provincial People’s Government, attended and presided over the opening ceremony.
