Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province attended and delivered a speech. Rafael Mariano Grossi, director general of the International Atomic Energy Agency; Ville Skinnari, minister for Development Cooperation and Foreign Trade of Finland; and Amadou Hott, minister of Economy, Planning and International Cooperation of Senegal made speeches via video link. Lou Jiwei, chairman of the Foreign Affairs Committee of the Chinese People's Political Consultative Conference (CPPCC) National Committee; Li Baodong, secretary general of the Boao Forum for Asia; and, Wu Lan, deputy secretary of the CPC Hunan Provincial Committee attended.
The Global Economic Development and Security Forum is the third global thematic forum launched by the BFA. With the theme of economic security and sustainable development in a world of great change, the forum aims to build a global platform for providing BFA solutions and Asian wisdom for the globe to address new challenges in economic development and security and achieve sustainable development.

Mao Weiming said that in recent years, Hunan Province has coordinated epidemic prevention and control and economic and social development. The province’s economy has continued to maintain stable development. Hunan will follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to implement the Three Highlands and Four New Missions Strategy, and put equal emphasis on development and security. Efforts will be made in industrial independence and control to strengthen the stability of industrial chains and supply chains, and enhance industrial competitiveness, innovation and comprehensive strength, so as to build a strong barrier to the industrial security system. To achieve sci-tech self-reliance, Hunan Province will focus on breaking through the bottleneck of core technologies, implement top ten R&D programs with high standards, and strive for the deployment of national scientific research efficacy in Hunan. A joint mechanism at county, city, and provincial level will be established to forestall and defuse risks and monitoring and early warning platforms will be built to ensure financial security. Efforts should be made to maintain safety and stability, improve public health, emergency management, and social security prevention and control systems, and build energy, ecological, food, and biological safety barriers. Governor Mao said that Hunan is willing to work with all parties to strengthen cooperation in the security field, build a safe and stable development environment, and jointly promote global economic security and sustainable development.
In their speeches, guests such as Rafael Mariano Grossi, Ville Skinnari and Amadou Hott said that at present, the global economic development and security are facing multiple challenges. The more hard times we face, the more we must help each other. We must coordinate development and security, and effectively strengthen the global economic governance and international cooperation. It is hoped that all parties will continue to strengthen pragmatic cooperation in the fields of epidemic prevention and control, climate change, network security, food security, ecological and environmental protection, so as to promote the prosperity and recovery of the economy of all countries and the world, and benefit the people of all countries.
Provincial leaders Xie Jianhui and Xu Xianhui, and Chen Zhimin, deputy chairman of the Committee on Social and Legal Affairs of CPPCC, attended the meeting. The meeting was hosted by Zeng Weixiong, deputy director of the National Narcotics Control Commission and chairman of the BFA Global Economic Development and Security Forum. Wu Guiying, member of the Standing Committee of the CPC Hunan Provincial Committee and secretary of the CPC Changsha Municipal Committee; Chen Jian’an, vice president of China Council for the Promotion of International Trade, and, Zhao Qing, vice president of Xinjiang Uygur Autonomous Region, delivered speeches at the meeting. Filippo Grandi, UN High Commissioner for Refugees; Carlos Gutierrez, BFA Board Member; Jagan Chapagain, secretary general of the International Federation of Red Cross and Red Crescent Societies; Andrew Forrest, member of BFA Advisory Committee; and, Marco Lambertini, director general of WWF International, delivered speeches via video link. Liu Hua, director of the World Intellectual Property Organization (WIPO) office in China, delivered a congratulatory letter from WIPO.
More than 1,000 people including comrades from central ministries and commissions, some provinces and municipalities, some diplomatic envoys, representatives of partners, entrepreneurs, experts, and scholars attended the meeting.
