On October 17, Xu Dazhe, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People’s Congress, and Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, met in Changsha with Wang Zhigang, secretary of the CPC Leadership Group and minister of the Ministry of Science and Technology (MOST), who came to Hunan for inspection.

Secretary Xu introduced that in recent years, Hunan Province has been making great efforts to promote scientific and technological innovation. During the “13th Five-Year Plan” period, its total R&D investment has doubled, ranking first in central China and third nationwide. The number of scientific and technological achievements, the contribution rate of science and technology to economic progress, and the number of high-tech enterprises have greatly increased, injecting strong momentum into Hunan’s high-quality development. We are now implementing the spirit of President Xi Jinping’s important speech made when inspecting Hunan and the Three Highlands and Four New Missions Strategy which includes building a technological innovation highland with core competitiveness. Hunan government will focus on achieving high-level scientific and technological self-reliance; persist in the “four orientations” principle of facing the global scientific and technological frontiers, the main economic battlefield, the major needs of the country, and the life and health of the people; highlight cultivating and gathering talents, who are the first resource; accelerate the construction of major innovation platforms such as the Yuelu Mountain Seed Industry Innovation Center and the Yuelu Mountain Industrial Innovation Center; deepen the reform of scientific and technological system and mechanism; create a better innovation ecology; and, strive to form a new “Changsha-Zhuzhou-Xiangtan independent innovation phenomenon”. He expected MOST to keep providing care and support to assist Hunan in accelerating the building of a technological innovation highland, and achieving breakthroughs in core technologies in key fields.
Minister Wang remarked that Hunan has persisted in innovation-driven development in recent years and promoted comprehensive innovation with technological innovation as the core. This has strongly supported economic development and the improvement of the people's livelihood and social security and stability. He promised that MOST will implement President Xi Jinping’s important expositions on scientific and technological innovation; focus on serving major national strategies and Hunan’s development needs; and, support Hunan to advance research on core technologies in important areas, build national key laboratories, realize the industrial application of scientific and technological achievements, and train scientific and technological talents. MOST will help Hunan Province to embark on a development path boasting talents, science and technology, industry, and economy. We will contribute to the building of a powerful science and technology country with the actual results of cooperation between ministries and provinces, he added.
