Xu Dazhe, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People’s Congress, met in Changsha with Si Zefu, secretary of the CPC Committee and chairman of the board of Harbin Electric Corporation (HE), on October 14, 2021.

Secretary Xu noted that energy is an important guarantee for economic and social development. In recent years, Hunan has been adhering to the principle of both self-sufficiency in the province and energy supply from outside the province. It has speeded up major energy projects construction; strengthened energy security; optimized energy structure; and accelerated energy innovation. And we made the achievements that the energy benefited the people efficiently.

Xu said we are implementing the spirit of President Xi Jinping’s important speech made when inspecting Hunan; carrying forward the Three Highlands and Four New Missions Strategy; and, striving to build a modern new Hunan. In this process, we should further make up for shortcomings in stable energy supply and balanced development of energy zones. This also means that Hunan has huge potential for development in the energy sector. HE is one of China’s two major power generation equipment manufacturers operated by the central government. We expected the company to base itself on the strategic cooperation framework agreement that has been reached with Hunan; focus on achieving the goal of peak carbon dioxide emissions and carbon neutrality; exert its unique advantages in power infrastructure construction, green and clean power generation, and ensuring stable power supply; and, make new contributions to consolidating the energy foundation of Hunan's high-quality development. Hunan government will create a fair and competitive market environment, provide efficient and high-quality government services, and support HE to achieve sound and rapid development in Hunan, he added.

Chairman Si remarked that HE will closely follow the goal of peak carbon dioxide emissions and carbon neutrality; continue to increase its business layout in Hunan; and, cooperate with Hunan in wind energy resource development, equipment manufacturing development, energy technology innovation, and professional talent training. He promised to accelerate implementation of the previously signed strategic cooperation framework agreement, and made its own contributions as a state-run enterprise to implementing the Three Highlands and Four New Missions Strategy.
