A meeting to coordinate data resource sharing among Changsha, Zhuzhou, and Xiangtan cities was held on October 9. The meeting unveiled that, the three cities will jointly accelerate providing government services on an inter-city and cross-regional basis. Concerted efforts will be made to explore and boost construction of a smart service system for the people’s livelihood which can cover all regions and benefit all people of the three cities, based on integration of regional platforms, systems, and applications.

An online Changsha-Zhuzhou-Xiangtan inter-city government service platform has been put into operation, based on the first joint meeting on Changsha-Zhuzhou-Xiangtan City Cluster government service integration and data sharing in this March. So far, 119 regional service items in Changsha City and 540 cross-regional services in counties and districts, can be handled on the platform. Beyond that, a remote government service platform to enable people to handle services in any regions in the three cities has been completed. Changsha authority sorted out 78 service items to be processed remotely, covering education, medical treatment, healthcare, social insurance, and household registration. Among those, 17 have been included in the first batch of the services to be accessed online and processed remotely, based on the approval of the three cities.

Data sharing is accelerated among the three cities. This June, a data sharing communication and coordination group was organized under the coordination of the Hunan Development Research Center. The three cities agreed on connecting their data catalogs with that of the provincial shared website. Changsha has completed data catalog connection of its data resource management platform with the provincial data-sharing website, and will sort out 948 data catalogs on the provincial platform by the end of this October. This is a practice of the Changsha Data Resource Management Administration to conduct law-based government administration, and help build Changsha into a national demonstration city with law-based government.
