2021 Pan-Pearl River Delta Regional Cooperation Chief Executive Joint Conference Kicks off in Chengdu

The 2021 Pan-Pearl River Delta Regional Cooperation Chief Executive Joint Conference was held in Chengdu City, Sichuan Province on September 24. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, attended and made a speech. He remarked that Hunan Province is willing to work with all parties in the Pan-Pearl River Delta, to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; focus on the formation of a regional economic layout with complementary advantages and high-quality development; and, refine our blueprint for regional cooperation and achieve win-win results. We should work collectively, unitedly, and collaboratively to promote the Pan-Pearl River Delta cooperation to a deeper and higher level, and coordinate to build a new development pattern.

Xie Jianhui, member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor of Hunan Province, and Deng Qunce, secretary general of the People’s Government of Hunan Province, joined the meeting.


On the morning of September 24, the 2021 Pan-Pearl River Delta Regional Cooperation Chief Executive Joint Conference was held in Chengdu City, Sichuan Province. The “9 plus 2” chief executives of all parties took a group photo before the meeting.

The meeting heard a briefing on the progress of Pan-Pearl River Delta regional cooperation and the work report of the Pan-Pearl River Delta Secretariat since 2020. The chief executives jointly signed the “Minutes of the 2021 Pan-Pearl River Delta Regional Cooperation Chief Executive Joint Conference”. Relevant departments of eight provinces and one region in the Chinese mainland inked the “Pan-Pearl River Delta Regional Cooperation Framework Agreement for Inter-provincial Government Services in Eight Provinces and One Region in the Chinese Mainland”. The executive chiefs of all parties conducted in-depth discussions themed “Deepen the Opening-up and Cooperation of the Pan-Pearl River Delta Region and Make Joint Efforts to Build New Development Landscape”.

Governor Mao said that during the “13th Five-Year Plan” period, Hunan Province had close exchanges with the “9 plus 2” regions in the Pan-Pearl River Delta, including the Guangdong-Hong Kong-Macao Greater Bay Area and the Chengdu-Chongqing Economic Zone, and continued to deepen cooperation in such fields as transportation, energy, industry, sci-tech innovation, ecology, and public services. The investment from the Pan-Pearl River Delta provinces and region in Hunan accounted for more than 50% of the total external investment of the province. Positive progress has been made in regional cooperation in the border areas of Hunan and Jiangxi and the integration of Hunan into the New International Land-Sea Trade Corridor in Western China.

He believed that Hunan is now at a new historical starting point of development. The whole province is seizing the important historical opportunities brought by General Secretary Xi Jinping’s inspection to Hunan Province and the promotion of high-quality development in central China in the new era; implementing the Three Highlands and Four New Missions Strategy; and, striving to build a modern new Hunan. Facing the great situation and new opportunities of deepening Pan-Pearl River Delta regional cooperation, Hunan will focus on economy, industry, infrastructure, cultural tourism and other aspects and work with all parties of the Pan-Pearl River Delta, to promote the high-quality development of advanced manufacturing, the high-level technological self-reliance, deep-level reform and high-level opening up, interconnection of transportation infrastructure, and the overall sense of regional gain.

All parties to the Pan-Pearl River Delta cooperation agreed that the 2022 Pan-Pearl River Delta Regional Cooperation Chief Executive Joint Conference will be hosted by Guizhou Province.
