Rice-farming Culture and Food Security Forum Kicks off in Changsha

On the afternoon of September 22, the Rice-farming Culture and Food Security Forum was held in Changsha.


The Rice-farming Culture and Food Security Forum was held in Changsha on September 22, 2021. It was one of the national celebrations of the “Chinese Farmers’ Harvest Festival” in 2021. It was jointly organized by the People’s Government of Hunan Province and the Ministry of Agriculture and Rural Affairs (MOA). Wu Lan, deputy secretary of the CPC Hunan Provincial Committee, and Li Jinxiang, MOA national chief veterinary officer, attended and delivered speeches. Yang Weigang, deputy director of the Standing Committee of the Hunan Provincial People's Congress, and many academicians and experts in the agricultural field, participated in the meeting.

Deputy Secretary Wu, on behalf of the CPC Hunan Provincial Committee and the People’s Government of Hunan Province, welcomed the guests and extended festival greetings to the farmers. She said that in recent years, the provincial Party committee and government have thoroughly studied and implemented President Xi Jinping’s important expositions on work concerning “agriculture, rural areas, and farmers”. The whole province has persisted in the development of precision agriculture; implemented the “six major action to enhancing agricultural industry”; created ten major 100-billion-yuan advantageous and characteristics industries; and, achieved obvious results. Hunan Province has firmly shouldered its major political responsibility for food security, and implemented the strategy of storing grain in land and technology. Its grain planting area and output have been stable at 70 million mu (4.67 million ha) and 60 billion jin (30 billion kg) respectively all year round. The rice planting area ranks first nationwide, and the double-season yield per mu of the third-generation hybrid rice reaches 1530.76 kg. “Hybrid rice” has become a “golden calling card” of Hunan provincial and even national agricultural foreign aid projects.

She noted that Hunan province will keep in mind General Secretary Xi Jinping's entrustment, give priority to the work concerning “agriculture, rural areas, and farmers”, and accelerate the promotion of agricultural modernization. We should carry forward the important task of food security; grasp the two key points of arable land and seeds; adhere to the strictest arable land protection system; strengthen the sci-tech support to agricultural industry; and, continue to promote innovation in the seed industry. We must promote stable grain area and yield, improve quality, and increase benefits, to ensure national food security, promote rural revitalization, and contribute to the socialist modernization in Hunan.

Officer Li believed that ensuring national food security has always been an eternal theme and the cornerstone of national security. Hunan, as a powerhouse in agriculture, has made important contributions to guaranteeing national food security. It was necessary to study and implement the spirit of President Xi Jinping's important instructions on food security; inherit and promote the rice-farming culture; put forward measures on the stability of grain output and planting areas; promote the high-quality development of the grain industry; and, safeguard national food security, he added.

Academicians and experts such as Luo Xiwen, Min Qingwen, Wan Jianmin, Zhao Zhendong, and Mao Changqing made keynote reports and exchanged ideas.
