The First International Summit on BeiDou Navigation Satellite System (BDS) Applications opened in Changsha on September 16, 2021. Chinese President Xi Jinping sent a congratulatory letter to the event. Zhuang Rongwen, vice minister of the Publicity Department of the CPC Central Committee and deputy head of the Cyberspace Administration of China, red the congratulatory letter and addressed the summit. Xu Dazhe, secretary of the CPC Hunan Provincial Committee and director of the Hunan Provincial People’s Congress Standing Committee, addressed. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and Hunan governor, chaired the opening ceremony.

The Hunan Provincial People’s Government, National University of Defense Technology, and the China Electronics Corporation (CEC) reach a BDS Navigation Industry Cooperation Agreement at the opening ceremony.

In his letter, Xi noted that with the rapid development of global digitalization, spatiotemporal information as well as positioning and navigation services have become important new infrastructures. 

"Since I announced the commissioning of the BDS-3 global navigation satellite system in July last year, the BDS has been put into use in more than half of the countries and regions in the world," he said, adding that the large-scale application of BDS has entered a critical stage of marketization, industrialization and internationalization. 

Xi emphasized that the BDS has benefited the Chinese people as well as people around the world. China is committed to openness and integration, coordination and cooperation, compatibility and complementarity, and sharing. It is willing to work with all sides to promote the building of the BDS and the development of the BDS industry. 

China is also willing to share the achievements of the BDS with all sides, promote the progress of the global satellite navigation industry, and make the BDS better serve the world and benefit humankind, he added.

He Yubin, chairman of the China Satellite Navigation System Committee; Wang Zhiqing, vice minister of the Ministry of Transport; and, Yu Qi, secretary-general of the Asia-Pacific Space Cooperation Organization (APSCO), attended and addressed the opening ceremony.
Simonetta Di Pippo, director of the United Nations Office for Outer Space Affairs (UNOOSA); Zhao Houlin, secretary-general of the International Telecommunication Union (ITU); Mohamed Ben Amor, secretary-general of the Arab Information and Communication Technology Organization; and, Briunny Garabito Segura, ambassador of the Dominican Republic to China, delivered video speeches.

Representatives of the Hunan Provincial People’s Government, National University of Defense Technology, and the China Electronics Corporation (CEC) signed a BDS Navigation Industry Cooperation Agreement at the opening ceremony. The three parties will jointly implement cooperative projects in BDS navigation industry, promote the settlement of a “Satellite Internet Collaborative Innovation Center” and a “BDS Navigation Industry Group Corporation” in Hunan. Breakthroughs will be made in BDS navigation and low-altitude satellite internet sectors, to create a new calling card of China’s BDS industry.

The summit is themed “BDS serves the world; application fuels the future”. A series of events were scheduled to be held, including opening ceremony, main forum, themed sub-forums, and exhibition. These events will present latest achievements of large-scale application of BDS, build a platform for releasing BDS development policy, showcasing application achievements, discussing innovative practices, and promoting international cooperation; and, serve the overall interests of large-scale, industrialized, and international development of BDS in the new era.
