Governor Mao Inspects Construction of Integrated Transportation System

On the morning of September 15, Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, went to Changsha Airport and Changsha West High-speed Railway Station to inspect the construction of an integrated transportation system, which aims to achieve zero transfer. He stressed that we must thoroughly implement the spirit of President Xi Jinping’s important speeches made when inspecting Hunan and build a high-quality comprehensive transportation hub in Changsha, Zhuzhou and Xiangtan, to highlight convenience, integrated, passenger-friendly, and green development. Efforts will be made to achieve high-efficiency governance in transportation to meet people’s needs for high-quality travel.

Mao Weiming first inspected Changsha West High-speed Railway Station. Changsha West High-speed Railway Station is the first "all-in-one" national comprehensive transportation hub in Hunan Province. It will realize seamless transfer of six modes of transportation including high-speed rail, subway, intercity rail, railway, long- and short-distance buses, and social vehicles. Mao Weiming affirmed the three-dimensional, one-stop transfer, and urged to meet international first-class standards, and coordinate space utilization of overground and underground, and inside and in front of the station. Mao said that if we plan it in a more careful and forward-looking way now, the more convenient it will be for the people in the future.

The construction site of the Changsha Airport Reconstruction and Expansion Project is in full swing. Upon completion, Changsha Airport will integrate 4 modes of ground transportation and 4 types of rail transportation, making it one of the national airport hubs with the shortest walking distance and the most efficient transfer. After learning about the progress of design and construction, Mao Weiming emphasized that we must focus on elaborate construction and management, improve the intelligent service capabilities of the airport, enhance passengers’ travel experience, and increase the popularity of the "calling card" of Hunan.

At the symposium, Mao Weiming pointed out that the Changsha Airport Reconstruction and Expansion Project and the Changsha West High-speed Railway Station Project are progressing smoothly, and the demolition, civil engineering, financing and other work are in full swing. He emphasized that we must attach great importance to the construction of a zero transfer system. We must learn from advanced experience at home and abroad to achieve centralized layout, space sharing, service coordination, and three-dimensional transfer. This will help build a convenient, integrated city transport network with zero transfer at the high-speed railway station.

Mao Weiming stressed that we must grasp the demands of the time in embarking on a new journey toward the second centenary goal and implementing the Three Highlands and Four New Missions Strategy. We must focus on modernization and adopt the most advanced concepts, technologies, methods and equipment. We must hold fast to the people-centered approach and facilitate the travel of enterprises and the public. We must highlight seamless transfer, intelligent support, and model innovation, intensify connectivity and coordination of various modes of transportation to achieve fast logistics and convenient travel. We must promote city-station and passenger-cargo integration. We must put passengers in the first place to ensure a safe, comfortable, and high-efficient travel. We must center on green development; strengthen energy conservation, emission reduction, function integration, and pollution control; improve overall energy efficiency and energy-saving work, and take the lead in dual control targets of total energy consumption and energy intensity and in carbon emission peak and neutrality.

Mao Weiming emphasized that it is necessary to make every effort to build an integrated transportation hub in Changsha, Zhuzhou and Xiangtan, strengthen coordination of multiple operation bodies such as high-speed rail, urban rail, subway, maglev, and public transportation, and promote the integration of transportation management. Mao added that we must strengthen coordination of factors, give priority to ensuring the needs of funds, manpower, materials, and equipment, and do a solid job in supporting services such as the use of land, electricity, and gas. We must enhance technical coordination, and adopt digital, networked, and integrated technologies to the entire process of construction, management, maintenance, and transportation. A smart transportation system with big data as the core will be built. These will help make the transportation hub project stand the test of history, practice and people.
