On September 7, the People’s Government of Hunan Province and the Aviation Industry Corporation of China, Ltd. signed a strategic cooperation framework agreement for the development of general aviation industry. Xu Dazhe, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People's Congress, and Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, met with Tan Ruisong, secretary of the CPC Leadership Group and chairman of the Board of the Aviation Industry Corporation of China, Ltd., and his party in Changsha.

The People’s Government of Hunan Province and the Aviation Industry Corporation of China, Ltd. (AVIC) signed a strategic cooperation framework agreement for the development of general aviation industry on the afternoon of September 7, 2021. Xu Dazhe, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People’s Congress, and Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, met with Tan Ruisong, secretary of the CPC Leadership Group and chairman of the Board of AVIC, and his entourage. They witnessed the signing of the agreement.

Secretary Xu thanked AVIC for its long-term support to Hunan Province. He noted that the whole province is now implementing the spirits of President Xi Jinping's important speech delivered at a ceremony marking the CPC centenary on July 1 and his speech made when inspecting Hunan Province; carrying out the Three Highlands and Four New Missions Strategy; and, striving to build a modern new Hunan. We have been focusing on building an important national advanced manufacturing highland; taken aviation and aerospace, a superior industrial chain, as one of the development highlights; seized the strategic opportunities such as the approval of the first national pilot province for low-altitude airspace management reform; and, taken a series of practical measures and moves to promote the continuous improvement of the quality and efficiency of the aviation industrial advancement. He believed that Hunan and AVIC share good cooperation foundation, and expected to take the signing ceremony as a new starting point to better utilize the complementary advantages of both parties. Both sides may explore more new models and ways for industrial matchmaking, collaborative research, and platform construction, focusing on general aviation, aviation power, aviation parts, and other fields. Efforts should be made to keep deepening industry-university-research institution cooperation, achieving high-level common development, and making new contributions to serving major national strategies, he added.
Chairman Tan remarked that Hunan's aviation industry has a solid foundation, distinctive features, and full of vitality. AVIC will implement the cooperation consensus reached when participating in the aviation, aerospace, and navigation high-level seminar in Hunan, and fulfill the strategic cooperation framework agreement signed this time. He promised to continue to expand the collaboration areas between the two parties; promote settlement and implementation of more industrial and R&D cooperation projects in Hunan; assist in the high-quality development of Hunan's aviation industry; and, add impetus to the implementation of the Three Highlands and Four New Missions Strategy.
According to the agreement, Hunan and AVIC will collaborate with the principle of “complementarity in advantageous areas to achieve mutual benefits and win-win results”. They agreed to strengthen cooperation in system construction, manufacturing, technological innovation, infrastructure construction, business operation, publicity and promotion, and talent cultivation of general aviation industry, and aviation emergency rescue system construction, and establish a cooperation and coordination mechanism.
