A conference promoting Changsha’s sci-tech innovation hub and talent construction was held in Shanghai on September 6. It is an integral part of the Changsha Promotion Conference for Three Highlands and Four New Missions Strategy and Its Investment Environment in Shanghai.

After preliminary communication and negotiation, Changsha signed 13 sci-tech projects with universities and research institutes in Shanghai, Jiangsu, Zhejiang and other places. These projects involve fields such as intelligent manufacturing, aerospace, intelligent agriculture, biomedicine, and ecological and environmental protection. This will inject strong impetus into Changsha’s building of a sci-tech innovation hub with core competitiveness.

A person in charge of the Changsha Municipal People’s Government introduced that, in recent years, Changsha has always placed sci-tech innovation and talent work in the strategic position of priority development, and has unswervingly followed the instructions of President Xi Jinping and forged ahead with targeted measures. Changsha is now a center for sci-tech collaborative innovation, a place with low cost for the transfer and commercialization of sci-tech achievements, and a “blessed land” for all types of talents to start their own businesses. Changsha’s innovation ability has ranked eighth among national innovative cities for two consecutive years, standing at the national forefront.

Changsha enjoys abundant sci-tech innovation resources. It has 58 colleges and universities, 99 independent scientific research institutions, 61 academicians of Chinese Academy of Sciences and Chinese Academy of Engineering, and 1.65 million talents of various kinds. The number of invention patents per 10,000 people stands at 40.05. There are 4,142 high-tech enterprises and 1,502 R&D platforms in the city. The added value of high-tech industries increases by more than 10% annually.

In June this year, Changsha issued the Three-year Action Plan for Changsha to Build a Sci-tech Innovation Hub with Core Competitiveness. Six campaigns will be implemented to improve the city’s overall innovation ability and level. They are: building high-level sci-tech innovation platforms; achieving breakthroughs in key and core technologies; improving enterprises' innovation capacity; effectively transforming sci-tech achievements; letting sci-tech professionals lead the way in innovation; and, optimizing innovation ecology.
