On September 4, the Ministry of Commerce announced and awarded the second batch of national cultural export bases at the first National Cultural Export Base Forum of the 2021 China International Fair for Trade in Services (CIFTIS) in Beijing. Liling was the only county-level city included into the list and the only one awarded in Hunan Province. So far, Hunan has two national cultural export bases.

Liling has formed an industrial chain of traditional industries, creative design, cultural tourism, and exhibitions. There are 778 cultural enterprises, of which 216 are cultural export enterprises with a cultural trade export value of 1.25 billion yuan. Liling has vigorously implemented the plan to cultivate leading enterprises in cultural export, and 6 enterprises including Taorun Porcelain and Yufeng Fireworks have been rated as national key cultural export enterprises.

Liling will continue to expand the scale and quality of cultural exports, build an internationally influential cultural brand, and foster an international cultural export platform that plays a strong leading role. Projects on cultural export cultivation, cultural export trade and innovation, and cultural export talent training will be implemented to promote the comprehensive strength of the cultural industry to be at the forefront of Chinese counties.

Establishing national cultural export base aims to play its gathering, leading, and exemplary role, cultivate a group of large cultural enterprises, small giants in segmented industries, and invisible leading companies with core competitiveness, and build a group of cultural brands with international influence.

Changsha City was approved as a national cultural export base in 2018, the first of its kind in Hunan. Changsha is home to 1,155 cultural enterprises above designated size. Currently, there are 29 national cultural export bases in China.
