Hunan authority recently unveiled a modern comprehensive transportation system development plan for the 14th Five-year Plan period (2021-2025).
As of 2025, a new transportation pattern will take shape in Hunan, featuring internal smoothness, external connections, urban-rural integration, advanced management, coordination and efficiency, and eco-friendliness and safety. Hunan will play an increasingly important role in the national transportation hub layout.
Hunan will see an increase in its significance as a main channel and hub. The total length of railways within the province will hit 6,300 km, including 2,600 km of high-speed railways. All cities will be connected with high-speed railways. The total length of expressways will exceed 9,000 km. All counties will have access to expressways. The national and provincial trunk roads will be further upgraded in quality and service, while the construction of “well-constructed, well-managed, well-maintained and well-operated” rural roads will be pushed forward.
Changsha’s four-hour aviation economic circle will continue to be expanded, while a provincial one-hour general aviation service circle will be accelerated to be formed.
A trunk waterway system covering Dongting Lake area and the Xiangjiang, Zijiang, Yuanshui, and Lishui rivers will take shape. The total length of key waterways at and above 500-ton level will reach near 2,150 km. The port system, with the Chenglingji port as the core, will be increasingly modernized. The number of the berths with a capacity of 1,000 tons or above will exceed 170.
The comprehensive transportation integration capacity will be improved. Inter-city, commuting, and urban-rural transportation will be stepped up. A Changsha-Zhuzhou-Xiangtan national comprehensive transportation hub and city-level regional comprehensive transportation hubs will be established. The total length of Changsha-Zhuzhou-Xiangtan City Cluster rail transit will be increased to 420 km. Different transportation means will be combined. Second-class and above roads will link to main passenger and freight transportation hubs, to realize that all townships have access to third-level and above roads. In main ports of inland rivers, railway special lines will reach 85% of the hub port areas. The transport efficiency will be notably elevated.
Transportation services will be constantly improved. Passenger and freight rail transport development will be accelerated. Convenient transfers for passengers and seamless connections for freight transport will be optimized. Integrated transportation services will see improvement in quality and efficiency. Urban traffic congestions and parking difficulties will be relieved. Logistics service will be provided in all administrative villages. More than 80% rural roads will be of medium or good quality. The international transportation service network will be further improved, with the service quality of the China-Europe (ASEAN) freight trains, river and ocean combined transportation, and international air transportation steadily improved.
Transportation structure will be adjusted in an accelerated manner, while eco-friendly production and life style will be formed in transportation field. All new public transportation vehicles will be powered by new and clean energy.
