Hunan Maps out Plans to Support Service Industry

Recently the General Office of the Hunan Provincial People’s Government issued the service industry development plan for the 14th Five-year Plan period (2021-2025) to support the implementation of the Three Highlands and Four New Missions Strategy.

Creating a leading zone for the development of modern service industry is the general goal of this sector during the 14th Five-Year Plan period. The plan proposes to cultivate a group of modern service industry clusters with international competitiveness, and build a national science and technology innovation center, a regional modern financial center, a regional international consumption center, an international cultural creative center, a national comprehensive logistics hub, and a world-renowned tourist destination. By 2025, the added value of the service industry will account for about 53% of the provincial GDP, and service industry employees will account for about 50% of the entire society. The brand influence of "Huxiang Service" will increase significantly.

The "1345" development deployment of service industry will be implemented on the basis of the Three Highlands and Four New Missions Strategy.

"1" is to create a new development pattern of service industry with "one core area, two supporting areas, three belts, four zones, and multiple points".

The “one core area” is to build the Changsha-Zhuzhou-Xiangtan National Service Industry Center;

The “two supporting areas” are a bridgehead for opening-up of Yueyang's service industry, and a pioneer area for the integrated development of Hengyang's service industry. 

The "three belts" are the Beijing-Guangzhou high-speed railway modern service industry demonstration belt, the Shanghai-Kunming high-speed railway service industry carrying capacity improvement belt, and the Chongqing-Changsha high-speed railway service industry characteristic development belt. 

The "four zones" include a core zone of high-end service industry in Changsha, Zhuzhou and Xiangtan; a business and trade service cooperation zone around the Dongting Lake; an expansion zone for manufacturing service industry in southern Hunan; and, a cultural tourism industry cluster zone with characteristics of western Hunan. 

The "multiple points" refer to build a multi-level service network with central cities at the core, county-level cities as supporting points, and based on urban-rural complementarity.

"3" is to expand new development paths of integration, digitalization, and synergy. Efforts will be made to:
--accelerate the integrated development of the service industry, deepen the integration of modern service industry with advanced manufacturing and modern agriculture, and the internal integration of modern service industries;
--speed up the digitalization of the service industry, expand the digital application of the service industry, and enhance the ability of digital technology innovation; and,
--promote coordinated development of the service industry, strengthen cross-regional cooperation in the service industry, establish intra-provincial cooperation demonstration zones, and develop service-based coordination organizations.

"4" refers to the construction of four new systems, including:
--accelerate the optimization and upgrading of the four major industrial systems such as production services, business circulation, social services, and life services; and,
--focus on the development of 12 major industries including scientific and technological services; information services; modern finance; business services; energy conservation and environmental protection services; modern logistics; modern commerce; health care services; education and training; culture; tourism; and, residents and family services.

"5" refers to the implementation of five major projects including market entity cultivation, service quality improvement, carrier platform construction, reform and innovation advancement, and opening-up. This will help continuously strengthen the support system for the development of the service industry.
