Hunan Issues Transportation Development Plan During the 14th Five-Year Plan Period

The Transportation Development Plan (Highway and Waterway) for the 14th Five-Year Plan Period in Hunan Province passed after deliberation a few days ago. By 2025, Hunan will further improve its transportation network with efficient, widely-covered, smart, green, safe and convenient highways and waterways. A modern comprehensive transportation system will have been initially taken shape.

By 2025, Hunan will have a “seven verticals and seven horizontals” expressway network five years ahead of schedule. About 2,100 kilometers of new highways will be built. A total of 9,000 kilometers of highways will be opened to traffic. Six new inter-provincial expressway passes will be built, and 31 provincial exits of highways are planned to be opened.

Key tasks of expressway construction during the 14th Five-Year Plan period mainly include:
--accelerate the implementation of the 1,506-km extension project;
--promote the expansion and transformation of congested road sections along G4 Beijing-Hong Kong-Macao Expressway and G60 Shanghai-Kunming Expressway;
--improve traffic conditions in relatively backward areas; and,
--ease traffic pressure in Changsha, Zhuzhou and Xiangtan city cluster.

The G4 Beijing-Hong Kong-Macao Expressway Hunan section, G60 Shanghai-Kunming Expressway Loudi-Dongkou section, Jinyushi (Hunan-Jiangxi border area)-Liling section, G0421 Xuchang-Guangzhou Expressway Xiangtan-Hengyang west section are congested road sections that need expansion and transformation.

By 2025, all provincial rural tourism destinations and featured industrial parks at provincial level and above will be connected to two-lane roads. All townships get access to third-class and above roads. A widely-covered basic rural roads network will be built. A convenient and efficient two-way channels for delivery of industrial products to countryside and agricultural products to urban areas will be constructed. This will provide strong support for rural revitalization.

By 2025, Hunan will build a “cross-shaped” channel of one vertical and one horizontal water transport system, a key waterway network composed of “one river, one lake and four waters”, and accelerate the construction of a “one hub, multiple priorities, and extensions” provincial port system. The key waterways will be increased by 1,200 kilometers, and waterway length will be increased to more than 2,150 kilometers. Sixty new berths of 1,000 tons and above will be built, bringing the total to more than 170. These efforts will promote the adjustment of transportation structure.
