The Hunan Reform and Development Commission (HRDC) recently issued a provincial plan for modern logistics development during the 14th Five-year Plan period (2021-2025).
Form a new pattern of logistics industry based on “8 channels, 8 hubs, 4 networks, and multiple platforms”.
Hunan’s modern logistics has maintained a rapid development. In 2020, the added value of logistics industry took up 6.8% of the province’s GDP.
“The plan explores and innovates the logistics industry development layout for the 14th Five-year Plan period, based on the experiences of the past five years,” a HRDC official introduced. The plan was mapped out based on Hunan’s geological locations, industrial characteristics, and existing transportation network, logistics hubs, stations and ports, and internet platforms. It puts forward a new pattern of logistics development supported by “8 channels, 8 hubs, 4 networks, and multiple platforms”.
The 8 channels: vertical channels – Beijing-Hong Kong-Macao Expressway, Luoyang-Zhanjiang Railway, Jiaozuo-Liuzhou Railway; and, horizontal channels – Shanghai-Kunming High-speed Railway, Chongqing-Changsha-Xiamen High-speed Railway, Hangzhou-Ruili High-speed Railway, Hunan-Guangxi Railway, and Xiamen-Chengdu High-speed Railway.
The 8 hubs are based on Changsha, Yueyang, Hengyang, Chenzhou, and Huaihua to accelerate national logistics hub construction in the Changsha-Zhuzhou-Xiangtan City Cluster. Meanwhile, Changde, Loudi, and Yongzhou cities will be included into the urban layout based on national logistics hubs.
The 4 networks: logistics facility network, cold-chain logistics network, urban and rural distribution network, and information platform network.
The multiple platforms, including national logistics hubs, national and provincial demonstration logistics parks, and national key cold-chain logistics bases, will be constructed.
Based on a new modern logistics service system, Hunan’s total logistics revenue is expected to exceed 500 billion CNY in 2025. The proportion of the added value of logistics industry in GDP will hit 7.5%, and the number of A- and above- level logistics enterprises will exceed 350.
Ten major tasks and ten key projects
The plan underlines integration of logistics and manufacturing, cold-chain logistics and urban and rural distribution, and intelligent, professional, and eco-friendly logistics. It also gives priority to developing logistics hub system, and ensuring the “last kilometer” and “first kilometer” delivery of industrial products to countryside and agricultural products to urban areas.
The person in charge of HRDC’s foreign investment and economy and trade division mentioned that, the plan focuses on practical implementations. It puts forward ten major tasks and ten key projects, and their objects and approaches in detail. Key project databases are scheduled.
The ten major tasks are:
- promoting in-depth integration of logistics and manufacturing;
- elevating cold-chain logistics level;
- optimizing urban and rural logistics and distribution networks;
- boosting improvement and upgrading of logistics network for commercial services and international trade;
- facilitating intelligent logistics development;
- improving green logistics development;
- accelerating integrated development of regional logistics;
- strengthening weak areas in international logistics;
- advancing professional logistics; and,
- raising capacity of emergency logistics guarantee.
A cold-chain logistics improvement project will be carried out, including: speed up construction of a national key cold-chain logistics base in Huaihua; build about 20 featured cold-chain bases for agricultural products; establish two to three Chinese medicine cold-chain logistics and distribution bases; and, construct one or two national high-end imported aquatic product bases. In 2025, Hunan’s comprehensive cold-chain circulation rate will hit 30%.
