On August 19, Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, inspected the Department of Emergency Management of Hunan Province. He asked to thoroughly practice the people-centered development philosophy; implement the spirit of President Xi Jinping’s important speech made when inspecting Hunan; coordinate the two major issues of development and security; and, make every effort to achieve the Three Resolutely and Two Guarantees Target, in order to build a strong security barrier to ensure the implementation of the Three Highlands and Four New Missions Strategy.
“Three Resolutely and Two Guarantees” refers to: resolutely avoid severe and serious accidents, curb major accidents, and prevent natural disasters causing heavy casualties; and, guarantee that the total number of work safety accidents continues to decline and the safety situation in Hunan Province continues to be stable and improving.
“Three Highlands and Four New Missions” refers to: build Hunan Province an important national highland for advanced manufacturing, technological innovation with core competitiveness, and reform and opening up hub in inland areas; and, breaking new paths in promoting high-quality development, showing new deeds in building a new development pattern, shouldering new responsibilities in promoting the rise of the central China and the development of the Yangtze River Economic Belt, and making Hunan’s contributions to the development of socialism with Chinese characteristics in the new era.

Governor Mao and his entourage came to the Department of Emergency Management of Hunan Province to check the operation of its emergency command center. He greeted all the emergency management staffers on duty across Hunan Province through video connections. He called for always giving priority to the people, life, and safety; allowing no relaxation in accident prevention; keeping in mind that hidden dangers are possible accidents; paying close attention to work and production safety; making better use of the key role of the emergency management system; and, taking the most resolute, powerful, and effective measures to reduce disaster losses and secondary disasters, and resolutely protect the safety of the people.

Governor Mao listened to the report on the work of the Department of Emergency Management of Hunan Province. He remarked that since the establishment of the emergency management system in Hunan Province, the safety of the people’s lives and properties has always been the top priority. It has improved the level of disaster prevention, mitigation, and disaster resistance; focused on workplace safety and disaster prevention and control; improved emergency response capabilities; consolidated foundation at primary level; and formed a water-land-air rescue system. Between January and July this year, the provincial work safety accidents and deaths continued to maintain a "double-decline" trend, reducing by 22% and 21% respectively. The department has successfully coped with various natural disasters, and made important contributions to the safety and stability of the province.

He emphasized that, facing the new situations and challenges, it was necessary to thoroughly implement President Xi Jinping’s important expositions on emergency management, to coordinate the two major issues of development and security. He underlined the working principles of “the most fundamental is to keep a close eye on the goal of work safety; the most basic is to implement the work safety responsibility system; the most crucial is to be good at discovering and solving various hidden risks; and, the most important is to improve and play the role of the emergency system”. He asked to promote high-quality development of Hunan's emergency management work, and provide strong safety guarantees for the building of a modern new Hunan. We must keep the bottom line tightened, the mechanism more rationalized and smooth, the capabilities more strong, and the responsibilities more solid, he added.
