The application for the 2021 Changsha manufacturing talent gathering project has started, and will end on September 30, 2021.

According to the implementation measures for the talent gathering project, the target talents refer to high-level personnel who came to Changsha for innovation and entrepreneurship after June 21, 2017 and who are urgently needed and in short supply in the Changsha manufacturing industry. Highlighting key industries, key areas and major projects in Changsha, 500 manufacturing talents at the municipal level are appraised and recognized every year. Of the total, about 100 will be reserved for key strategic industrial chains each year, which will be independently recognized by enterprises. Three levels will be set up according to the ratio of 1:2:7, and the subsidies of 500,000 yuan, 300,000 yuan and 150,000 yuan will be given respectively.

The recognized talents will be awarded a certificate for being included in the Changsha manufacturing talent gathering project, a Changsha high-level talent classification and recognition certificate (Category D) and a Changsha talent green card. They will enjoy relevant preferential policies according to the regulations.

The urgently needed manufacturing talents in short supply at the municipal level are recognized by two ways: talent application and recognition and enterprise independent recognition. The applicant unit can register and log in the website: http://www.changsha.gov.cn/csrc_portal/, select “talents”, enter the “manufacturing talent gathering project” column, make an online application and fill in relevant information according to the instructions. After passing the online preliminary examination, the applicant unit shall bring the original documents (including copies) of recognition materials to the talent service window at the unit’s tax registration location for verification.

It should be noted that the applicant individual and unit shall meet the application conditions stipulated in the implementation measures for the talent gathering project. In principle, the target talents should be introduced from outside Changsha after June 21, 2017. If no talents have been selected by enterprises above a designated size to be included in the Changsha advanced talent leading project and Changsha gathering project of urgently needed talents in short supply (including these in the manufacturing industry) since 2017, and the time and geographical requirements can be appropriately relaxed.
