Beginning from this February, Changsha Customs has taken the lead among inland customs authorities in launching an “in-advance clearance” service for the exported goods via the China-Europe Freight Train. The export clearance time of the China-Europe freight trains starting from Hunan has shortened from 5 hours and 13 minutes in January to only 25 minutes in June, shrinking by more than 90%. This is much shorter than the average of nationwide customs, and will lead all customs around the province to cut the export clearance time.
The “in-advance clearance” service refers to the case that, an enterprise submits electronic export customs declaration forms to the customs authority ahead of the arrival of the goods. When the goods arrive at the site under customs supervision, the manager of the site will send an arrival report in electronic form. The customs authority will check the in-advance export customs declaration forms and the arrival report. The goods which do not need a customs inspection can be released immediately.
Zhu Huaping, a trade company vice manager, said that, his company handles dozen of batches of goods every day. The “in-advance clearance” service enables them to complete customs declaration and declaration form inspection in advance, which has reduced time and transportation costs for the company.
