On the evening of August 1, Xu Dazhe, secretary of the CPC Hunan Provincial Committee, director of the Standing Committee of the Hunan Provincial People’s Congress, and head of the CPC Hunan Provincial Committee Leading Group for COVID-19 Epidemic Prevention and Control, chaired a meeting about the provincial joint prevention and control mechanism against COVID-19, to inspect and guide epidemic prevention and control work. He asked to improve capabilities through actual fight against COVID-19; continuously improve working mechanisms; optimize technical approaches; strengthen coordination and cooperation; and, further increase the efficiency and accuracy of “big data plus grid-based management”, so as to provide strong support for prevention and control work.

Provincial leaders Xie Jianhui, Zhang Jianfei, Chen Fei, and Xu Xianhui attended.

Persons in charge of the Health Commission of Hunan Province, the Public Security Department of Hunan Province, the Hunan Communications Administration, and other departments made reports and put forward opinions and suggestions on the "big data plus grid-based management" work.

Secretary Xu pointed out that it has been proved that big data and other information technologies can effectively support the epidemic prevention and control work. It is important to make good use of good experiences and practices accumulated in Hunan’s fight against the epidemic last year, and take into consideration the new situations and characteristics of current prevention and control work, so as to continuously improve the ability and effectiveness of information technology to support epidemic prevention and control.

He said that efforts should be made to:
-Optimize informatization methods such as “big data plus grid-based management” to accelerate the epidemiological survey progress, accurately identify close and sub-close contacts, and quickly identify the transmission chain;
-Adhere to the linkage at different levels, optimize the information submission process, and improve the timeliness of information submission;
-Focus on improving response speed and promoting work implementation, and further establish and improve an effective mechanism for information sharing, analysis, publicity, and implementation, to help government departments at all levels, especially the primary and front lines, to take targeted measures and coordinate operations;
-Continuously optimize the coding rules of health QR codes and digital travel records according to the requirements of epidemic prevention and control, and strictly implement nucleic acid testing and control measures for a red code holder; and,
-Continue to use big data to analyze the epidemic prevention and control, study and judge the development trend of the epidemic, identify loopholes and blind spots in the work, and provide a basis for the next step in joint prevention and control.

Secretary Xu also called for keeping  taking the most rigorous epidemic measures for screening; intensifying the detection and control of key areas, venues, and key groups; and, regarding counties (cities, districts) as control institutions and communities as control units to scientifically divide risk levels. We should resolutely prevent the spread and export of the epidemic. We should give full play to "Hunan’s strength in medical treatment". Following the principle of "one person, one case" and traditional Chinese medicine and other supportive treatments, we will control patient’s disease development, ensure efficacy, and strictly prevent asymptomatic infections from turning into confirmed cases and symptoms changing from mild to severe, he added.
