On the afternoon of July 28, the Hunan Three Highlands and Four New Missions Strategy and China (Hunan) Pilot Free Trade Zone Promotion Conference was held in Shenzhen. The conference theme was “joining hands with the Guangdong-Hong Kong-Macao Greater Bay Area in the new era”. Thirty-three projects were signed at the conference. The total investment exceeded 60 billion yuan. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, attended and delivered a speech.The promotion conference was part of the 2021 Hunan-Guangdong-Hong Kong-Macao Greater Bay Area Investment and Trade Conference Week. It was presided over by Xie Jianhui, member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor of Hunan Province, and Vice Governor He Baoxiang made an introduction of provincial conditions. Deng Qunce, member of CPC Leadership Group of the People’s Government of Hunan Province, and more than 370 representatives from well-known domestic and foreign enterprises and scientific research institutions attended.
Mao Weiming said that Hunan and Guangdong, Hong Kong and Macao are very close to each other in terms of geographical location, ancestral ties, commerce background, and economic integration, and have broad cooperation prospects. Holding the promotion conference is Hunan's practical action to implement the high-quality development of the central region in the new era, support the Guangdong-Hong Kong-Macao Greater Bay Area development plan and foster a new development paradigm. At present, Hunan is at a new historical starting point of its development. Its economic strength has increased considerably. New growth drivers have been cultivated through innovation and opening up, basic support intensified, and people’s livelihood improved. Economic and social development has maintained steady and good momentum.
Mao Weiming said that Hunan is facing a rare major historical opportunity in its development. The implementation of the Three Highlands and Four New Missions Strategy has become a province-wide consensus. The move to promote high-quality development of the central region in the new era helps inject strong impetus into Hunan’s efforts of building itself into an important growth pole in the country. The China-Africa Economic and Trade Expo and other national platforms are conductive to talents, resources, and factors gathering. Mao Weiming said that we warmly welcomed all of you to support Hunan’s development, and we sincerely invited entrepreneurs and talents to participate in building Hunan into a hub of advanced manufacturing industry of national importance, a hub of technological innovation with core competitiveness, and a hub of reform and opening up in inland regions.
Mao continued that Hunan will further improve policies and measures concerning property rights protection, investment and financing, factor guarantee, supervision and law enforcement. The province will strive to create a complete legal environment, an efficient environment of government affiars, and a fair market environment to provide favorable conditions and convenience for those who develop in Hunan.
At the meeting, the Hunan Provincial Department of Commerce and the Changsha, Yueyang, and Chenzhou areas of the Hunan Pilot Free Trade Zone made presentations. Persons in charge of the Shenzhen Municipal People’s Government, Huawei, Han's Laser, Kingdee Software and other enterprises respectively spoke at the conference and offered suggestions on further deepening cooperation with Hunan.
Since it was first held in Hong Kong in 1988, the Hunan (Hong Kong) Investment and Trade Conference Week has become an important platform for economic and trade exchanges and cooperation between Hunan and Guangdong, Hong Kong and Macao. Affected by the epidemic, this year's investment and trade conference week is scheduled to be held in Shenzhen and Guangzhou. At the second phase there will be online and offline activities held in Hong Kong and Macao. This year Hunan has issued 450 investment projects, involving equipment manufacturing, technological innovation, biomedicine, general aviation, cultural tourism, pilot free trade zone construction, and China-Africa economic and trade cooperation. A total of 261 provincial-level projects are expected to be signed. There are 8 strategic cooperation agreement projects with a total investment of 242.4 billion yuan.
