20 Key Provincial Practical Tasks to Improve People’s Livelihood Promoted Smoothly

On July 27, the Hunan Provincial Bureau of Statistics announced that in the first half of this year, 20 key practical tasks to improve people’s livelihood were progressing smoothly. Of the total, 13 have achieved half of their annual target. People's livelihood has been improved effectively.

Urban and rural subsistence allowances have increased. In the first half of this year, a total of 1.961 billion yuan of rural subsistence allowance was issued, and the per capita subsistence allowance for rural residents was 5,207 yuan per annum, exceeding the annual target. A total of 895 million yuan of urban subsistence allowance was issued, and the per capita subsistence allowance for urban residents was 590 yuan per month, exceeding the annual target.

The province has a strong ability to protect the disabled. The subsidy of living expenses for disabled persons in need has increased to 80 yuan per month each, and that of nursing costs of persons with severe disabilities has increased to 74.5 yuan per month each, both of which exceed the annual target. The subsidies met the provincial standards in all cities, counties, and districts across the province. The Hunan government helped 1,575 families with disabled members update their homes and 4,696 families are under construction. A total of 7, 804 children with disabilities received rehabilitation services, completing 70.9% of the annual target.

The infrastructure is improved. The province's 4G base station construction and administrative villages’ optical fiber communications projects all completed the annual target ahead of schedule. The transformation of power distribution network at 10KV or below completed an investment of 1.203 billion yuan, reaching 75.2% of the annual target. The construction of rural road security facilities, the quality improvement of rural roads, and the renovation of old urban communities all finished 50% of the annual target. A total of 285,500 rural household toilets have been built and renovated.

Public services are enhanced. The province overfulfilled its annual target in government-subsidized vocational skills training. The training of transferred rural labor completed 154.0% of the annual target. A total of 101 Furong schools have been built, with 48 put into use. In the first half of the year, Hunan has increased public kindergarten enrollment by 75,688 pre-schoolers, completing 75.7% of the annual target. The province completed more than 50% of its annual target in new urban jobs creating and legal aid cases handling.

More practical services have been provided to support medical care. A total of 1,585 community health service centers and township health centers equipping with personnel, venues and facilities for traditional Chinese medicine services, completing 81.3% of the annual target. Full coverage of traditional Chinese medicine services at the grassroots level is achieved gradually. Project progress of centers for disease control and prevention at city, prefecture, county, and district level reached 85.6%.
